The NasDem Party has proposed a parliamentary threshold at the provincial, regency, or municipal level. Adi Prayitno, Director Executive of Parameter Politik Indonesia (PPI), views this proposal as potentially disastrous for small parties and new ones.

“If the parliamentary threshold also applies to the DPRD, it will be doomsday for small parties, parties that have never entered parliament, and new political parties,” Adi told reporters on Saturday (25/4/2026).

According to him, the existence of a DPRD threshold would cause many political parties to disappear at the DPRD level. Especially parties that have never entered parliament.

Adi said the DPRD threshold is not good for democracy. Because it would result in many people’s voices being wasted.

“Bad news for democracy because so many people’s voices will be wasted as the party chosen by the people fails the threshold. The parliamentary threshold for the central DPR already wastes so many people’s voices, and adding a parliamentary threshold for the DPRD would waste even more people’s voices,” he continued.

Proposal for DPRD Threshold

Rifqinizamy Karsayuda, Chairman of Commission II of the DPR from the NasDem Faction, previously proposed a threshold at the provincial, regency, or municipal level. So far, DPRD seat calculations have been done without a threshold; parties with national votes below 4% can still obtain legislative seats in the regions.

“The reason is that with the parliamentary threshold, there will be institutionalisation or institutional strengthening of political parties. The institutionalisation of political parties is reflected in the strength of the party’s grassroots structure and the significance of the party’s votes in elections,” said Rifqinizamy.

“Therefore, the second point is that we propose the parliamentary threshold applies not only at the national level but also at the provincial, regency, and municipal levels. There are several formulas we can provide for such a parliamentary threshold,” he added.
