The Jakarta Transportation Agency (Dishub) DKI Jakarta sealed the parking operator in the Blok M area, Kebayoran Baru, South Jakarta, on Monday (11/5/2026), following allegations of extortion practices and parking revenue leakage that have reportedly occurred for years.

Ahmad Lukman Jupiter, Chairman of the Special Committee on Parking of the DKI Jakarta DPRD, stated that illegal parking practices in the Blok M area are suspected to have been ongoing for the past three years.

“In this Blok M area, illegal parking has been occurring for three years, collecting money from the public without permission, illegally taking money that belongs to the public,” Jupiter said at the location on Monday.

According to him, the potential parking revenue in the Blok M area is very substantial and is estimated to reach more than Rp 100 million per day or around Rp 3 billion per month.

“The potential revenue here is more than Rp 3 billion per month. That means in one day it can reach Rp 100 million,” Jupiter said.

He mentioned that Best Parking, the operator managing the area for 15 years, did not provide the requested financial reports, account mutations, and balance sheets to the government.

“What is deposited to the government does not match its turnover, around 60 percent of its turnover is reported,” he said.

The DKI Jakarta DPRD suspects that this situation has caused leakage in regional revenue and significant state losses.

Jupiter even estimated that the potential state losses due to parking management in Blok M could reach Rp 50 billion over the last 15 years.

Therefore, the DPRD is requesting the Regional Revenue Agency (Bapenda), the Financial Audit Board (BPK), and the Jakarta High Prosecutor’s Office to investigate the parking operator’s financial reports.

“And we are convinced there is strong indication of deviations and data manipulation in the payment reports to Bapenda. And this is potential state loss,” he said.

The government is also beginning to implement a non-cash parking payment system to prevent revenue leakage and extortion practices.
