PONOROGO – The licensing enforcement task force of Ponorogo Regency has conducted an operation to forcibly cut fibre optic internet network cables identified as illegal. The first such enforcement action took place on Jalan Menur, Ronowijayan Sub-district.

Acting Head of the Ponorogo Regency Investment and One-Stop Integrated Services Agency (DPMPTSP), Etik Mudarifah, said the operation was carried out as part of efforts to improve urban tidiness. In addition to lacking permits, a number of cables belonging to internet network providers had been installed haphazardly, with some fibre optic cables dangling dangerously over roads, posing risks to road users.

According to Etik, regulations require that all fibre optic installations be properly licensed. Permits must be acknowledged by the regent through the Online Single Submission (OSS) system under the business licensing framework to support business activities (PB Ungku), meaning the electronically integrated business licensing system.

"They must go through the OSS process and be verified by the relevant technical agency, in this case DPUPKP, with recommendations also required from the Communications and Information Agency and the Environmental Agency (DLH). Everything must be assessed and analysed so it does not become as chaotic as the current situation," she said.

Etik expressed hope that through the joint cross-agency operation, all businesses operating as internet service providers (ISPs) would promptly process their permits. The forced cutting of illegal internet network cables will continue to be carried out across all road sections throughout the Bumi Reog area.

"We urge all businesses operating in the ISP sector to process their permits, as everything we have cut is illegal," she explained.

Prior to the cable-cutting action, the agency had gathered ISP operators and socialised regulations regarding fibre optic cable installation. "In Ponorogo, several ISPs have already undergone the licensing process and we have served them," she added.

The licensing enforcement task force involves numerous regional apparatus organisations (OPD), including DPMPTSP, DPUPKP, the Communications and Information Agency, DLH, the Civil Service Police Unit (Satpol PP), BPPKAD, and the Transportation Agency.
