The Committee for the Acceleration of Polri Reform has completed its entire series of tasks over the last three months. Coordinating Minister for Legal, Human Rights, Immigration and General Administration (Menko Kumham Imipas), Yusril Ihza Mahendra, stated that the final report of the committee’s study has been completed and is ready to be submitted to President Prabowo Subianto.

Yusril disclosed that the Committee Chair, Jimly Asshiddiqie, has sent a letter requesting an audience with President Prabowo to formally hand over the recommendation documents.

‘The report of the Committee for the Acceleration of Polri Reform has now been bound; the papers to be handed to the President have also been printed. God willing, before Lebaran, the Committee will have been received by the President,’ Yusril said in a statement on Saturday (7 March 2026).

Yusril explained that the documents prepared by the committee are highly comprehensive, covering in-depth analysis to practical conclusions. The report is presented in several formats to facilitate presidential review. He noted that the main report contains thousands of pages of data and technical analysis. Then the executive summary consists of 100 pages and a 16-page comprehensive summary. Next, the final conclusions are a concise 3-page document containing the essence of the recommendations.

‘All of these documents will be handed to the President for him to read and study. Ultimately, the President will decide how to follow up on the recommendations,’ he said.

Although the final plenary session had been held a few days earlier, Yusril stressed that the contents of the recommendations could not yet be disclosed to the public. This aligns with the committee’s internal agreement to respect President Prabowo’s prerogative as the primary recipient of the report. ‘After the documents are officially handed to the President, only then will Mr Jimly as Chair announce what conclusions and recommendations we have submitted for follow-up,’ he explained. The Polri Reform Committee highlighted the strengthening of external oversight, particularly the powers of Kompolnas, ahead of handing over the recommendations to the President.

Yusril said he had heard the views expressed by Mahfud MD and Jimly Asshiddiqie, members of the Commission for the Acceleration of Polri Reform, regarding Perpol. The Commission cannot admit audience participants who are under indictment, including Roy Suryo, Rismon Sianipar and Tifauzia Tyassuma (Dr Tifa).

A ruling by the Constitutional Court (MK) prohibiting active Polri personnel from holding civil service posts without resigning is seen as accelerating reform within the police. The ruling stresses that Polri must return to its khitah as the state’s entrusted guardian, in carrying out policing duties to safeguard and protect the public.

As an outcome, the discussion forum formed a number of professional recommendations to be conveyed to the police authorities. Hans Giovanny Yosua, head of the Research and Documentation Division of the Commission for Missing Persons and Victims of Violent Crimes, reminded the police not to be misused.

CSIS researcher Nicky Fahrizal said the culture of violence within Polri stems from a militaristic education curriculum and called for a total deconstruction of SPN and the meritocracy system.

Member of the DPR’s Commission III, I Wayan Sudirta, described the death of a student in Tual as a moment for policing culture reform. See the full analysis here. Chairul Huda assessed that the violence by Brimob officers in Tual originates from police culture issues and weak control over suspect designation in the criminal justice system.
