JAKARTA - The Head of the Polri Public Relations Division, Inspector General Johnny Eddizon Isir, stated that the culture of violence between seniors and juniors in Polri education has long been minimised.

“An evaluation regarding attitudes and behaviours that add personality values, in this case, cultures of violence in senior-junior relationships, has long been minimised and even eliminated,” said Isir when met at Polri Headquarters in Jakarta on Tuesday (7/4/2026).

In this regard, he emphasised that the education curriculum at police education institutions, including the Police Academy (Akpol), is periodically analysed and evaluated to align with the dynamics and challenges of current and future police duties.

However, this cannot simply be interpreted as a militaristic practice.

“Discipline and hierarchy are not always military,” he said.

Isir added that Polri education has long emphasised a civil police culture oriented towards respect for human rights (HAM) and service to the community.

In addition, trainees are encouraged to uphold values of justice through legal learning materials.

Isir affirmed that the inculcation of this civil police culture has been carried out since the 1998 reforms, when Polri’s role was separated from the Indonesian National Armed Forces (TNI), and is currently being strengthened in the police education system.

Andi Rian stated that the habit of prospective Bhayangkara carrying weapons, wearing helmets, and carrying backpacks filled with bricks will be eliminated.

“We plan to conduct a study and evaluation of basic Bhayangkara education. Perhaps our seniors experienced it when we were in the basic phase; we used to carry weapons, backpacks, and wear helmets. We are currently reviewing this; we will eliminate it,” said Andi Rian during a Commission III DPR meeting at the DPR Building, Senayan, Jakarta, on Thursday (2/4/2026).

He also reiterated that Polri will eliminate this militaristic culture from the beginning of a Bhayangkara’s education.

“Because this is part of militarism. We will look for benchmarks from other countries on how to properly form a basic Bhayangkara education, no longer carrying weapons, backpacks filled with bricks or sand. This is our effort to eliminate militarism,” said Andi Rian.
