The Cybercrime Directorate (Dittipidsiber) of the Indonesian National Police’s Criminal Investigation Agency (Bareskrim Polri) has called on banks to tighten account-opening procedures to prevent online gambling crimes (judol).

“We expect banks to tighten account-opening procedures by strictly and comprehensively applying know-your-customer (KYC) and anti-money laundering (AML) principles,” said the Directorate of Cyber Crime (Dirtipidsiber) of Bareskrim Polri, Brigadier General Himawan Bayu Aji, at the Bareskrim building in Jakarta on Thursday.

He added that banks are also expected to have early-detection systems to close off the space for judol perpetrators attempting to misuse them.

“Let there be no accounts used as operational channels for online gambling,” he said.

Moreover, in discussions with banking sector representatives, it was agreed that examinations of accounts of judol suspects could be conducted only at one place, namely at the head office. This is to streamline the law-enforcement process.

“This is a good form of synergy, a good approach, so that we have a single solution to accelerate the handling of online gambling,” he said.

On Thursday, the Dittipidsiber Bareskrim Polri handed over assets amounting to Rp58.1 billion derived from asset seizures in judol cases to the Attorney General’s Office (Kejaksaan Agung) to be deposited to the state.

Himawan explained that the asset handover is an implementation of Supreme Court Regulation (Perma) Number 1 of 2013, particularly relating to assets derived from offences of money laundering (TPPU) with the original offence of online gambling.

“Today’s asset execution is a concrete follow-up to the Analysis Report (LHA) provided by the Financial Transaction Reports and Analysis Centre (PPATK) to the Cybercrime Directorate at Bareskrim Polri,” he said.

Furthermore, the one-star police general said that the asset execution represents Polri’s commitment to supporting the government’s priority programme relating to asset recovery derived from crime, especially online gambling.
