Police Reform Commission Submits Final Report to Prabowo

The Commission for Accelerating Police Reform submitted its final report to President Prabowo Subianto at the Presidential Palace in Jakarta on Tuesday, 5 May 2026. In the report, this ten-member commission also provided recommendations regarding improvements to the police institution to the President.

Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra stated that the compiled report varies in thickness, from thousands of pages to brief summaries to make it easy for the President to understand.

“There is a report that is 3,000 pages thick, there is one that is 300 pages, and some that are only three pages. So, it can be read by the President in a short form so that it can be well understood by him,” said Yusril.

He explained that the report contains various proposals and recommendations from the Commission for Accelerating Police Reform regarding the overhaul of the police institution.

The government will now await the President’s directives after studying the entire submitted report.

Regarding the priorities of the submitted recommendations, Yusril said that the detailed presentation will be carried out directly by the Chairman of the Commission for Accelerating Police Reform, Jimly Asshiddiqie, after the report is officially received by the President.

“We have agreed that we will not announce it to the public before the report is handed directly to the President,” he said.

Yusril emphasised that the submitted recommendations are substantive and have the potential to bring major changes to the police institutional system. In fact, several proposals are considered capable of impacting revisions to the current Police Law.

“If approved, there will be implications for changes to the existing Polri law,” he added.

Chairman of the Police Reform Commission Jimly Asshiddiqie said his team will present many recommendations to Prabowo. “Later I will report what (Prabowo) agrees to and what he does not,” said Jimly upon arriving at the Presidential Palace.

Former Deputy Chief of Police Ahmad Dofiri stated that all members of the Police Reform Commission were invited to this meeting. However, he said he could not yet reveal their recommendations before meeting Prabowo. “Our agreement in the commission is that after reporting to the President, only then can it (be publicised),” said Dofiri.

He stated that the recommendations from the Police Reform Commission are the result of listening to public aspirations. “We work according to what is mandated by the President and also the results of absorbing public aspirations,” he said.

The Police Reform Commission has completed making recommendations since February 2026. However, the commission only managed to meet Prabowo in early May. The recommendations for improving the police institution are the result of the Commission’s studies over approximately three months.

The Commission for Accelerating Police Reform was formed following demands for police reform after mass demonstrations at the end of August 2025. Various parties assessed that the police had abused their authority in handling the protests.

The demonstrations resulted in ten deaths, including online motorcycle taxi driver Affan Kurniawan, who was run over by a tactical vehicle from the Police Mobile Brigade on Jalan Pejompongan, Tanah Abang, Central Jakarta, on Thursday, 28 August 2025.

When meeting with several civil society figures from the Nurani Bangsa Movement in September 2025, Prabowo expressed his willingness to reform the Polri. Prabowo then formed the police reform commission one month later.
