JAKARTA, KOMPAS.com - The Commission for Accelerating Police Reform has agreed not to propose the establishment of a Ministry of Security.

This was conveyed directly to President Prabowo Subianto, who received the commission’s recommendations.

“We also reported on that, including the idea of establishing a Ministry of Security. We have agreed that we will not propose a new ministry,” said the Chairman of the Commission for Accelerating Police Reform, Jimly Asshiddiqie, during a press conference at the Palace in Jakarta on Tuesday (5/5/2026).

“The President also asked about it earlier, and we explained. Our conclusion is that the harms outweigh the benefits. So, we decided not to propose it,” Jimly stated.

In addition, the Commission for Accelerating Police Reform has proposed revising Law No. 2 of 2002 on the Indonesian National Police.

“So, we propose that a revision of the Law on the Police be formed, which will then be followed up with a government regulation or presidential regulation,” Jimly said.

“This includes the agenda for internal reform that must change around eight Polri regulations and 24 Perkap (Chief of Police Regulations) that we hope will be completed by 2029,” Jimly added.

Previously, several TNI retirees had discussed the idea of establishing a special ministry to oversee the Polri, such as a Ministry of Security or a similar model, during an audience with the Commission for Accelerating Police Reform at the Police College (PTIK) in Jakarta on Wednesday (19/11/2025).

“Well, the police, after being separated from the TNI, indeed did not have one, because the constitution has the Ministry of Defence. The police do not. So, the idea emerged: how about creating a Ministry of Security? That’s one idea,” said Commission Chairman Jimly Asshiddiqie during a press conference at the Police College in Jakarta on Wednesday.

However, he assessed that the term “under” a ministry often leads to misperceptions, both in the TNI and Polri environments.

Jimly emphasised that in Indonesia’s state design, all state institutions, including the TNI and Polri, are in principle directly under the President as the holder of governmental power.

“The TNI is not subordinate to the Minister of Defence. The TNI Chief is directly under the Supreme Commander, but coordinates with the Ministry of Defence on matters such as budgeting and recruitment, for example,” said the former Chief Justice of the Constitutional Court.
