Indonesia’s National Police Chief (Kapolri) General Listyo Sigit Prabowo has carried out a rotation, transfer, and promotion reshuffle of Senior Officers (Pati) and Mid-ranking Officers (Pamen).

The transfer is outlined in a Police Headquarters Telegram (ST) numbered ST/440/II/KEP./2026 dated 27 February 2026.

The National Police Public Relations Division Chief Inspector General Johnny Eddizon Isir stated that the transfer represents part of organisational dynamics and an effort to refresh and strengthen institutional capacity.

“Transfer and position rotation within the Police is natural as part of career development, organisational renewal, and to improve performance and professionalism of members in providing best service to the public,” he said in a written statement on Saturday (28 February).

The telegram records 54 personnel being transferred. The breakdown includes three personnel in the evaluation/demotion category, 44 personnel receiving promotion or equivalent lateral moves, and seven personnel entering retirement.

For the three personnel in the evaluation/demotion category, Senior Police Commissioner Edy Setyanto Erning Wibowo, who previously served as Sleman City Police Chief in Yogyakarta Regional Police, was transferred to the Police Legal Division.

The position of Sleman City Police Chief is now held by Senior Police Commissioner Adhitya Panji Anom, who previously served as the Police Accreditation Auditor at the Police Internal Affairs Directorate.

Police Captain Didik Putra Kuncoro, who previously served as Bima City Police Chief in East Nusa Tenggara Regional Police, was transferred to become Mid-ranking Officer at the Police Traffic Directorate. The position of Bima City Police Chief is now filled by Police Captain Mubiarto Banu Kristanto, who previously served as Head of Traffic Law Enforcement at the East Nusa Tenggara Regional Police Traffic Directorate.

Police Captain Natalena Eko Cahyono, who previously served as Bungo Police Chief in Jambi Regional Police, was transferred to become a Mid-ranking Officer at Jambi Regional Police. The position of Bungo Police Chief is now entrusted to Police Captain Zamri Elfino, who previously served as Deputy Director of Special Crimes at the Jambi Regional Police Special Crimes Directorate.

Meanwhile, in the promotion and equivalent lateral move category, 44 personnel received new positions. At the Senior Official level of National Police Headquarters, two personnel have been appointed as Director-General of Special Crimes Prosecution, namely Brigadier General Totok Suharyanto and the Head of Research and Development, Brigadier General Ruddi Setiawan.

At the regional level, one official was appointed as Deputy Chief of North Kalimantan Regional Police, namely Brigadier General Yusuf.

Additionally, two city police chief positions underwent changes: the Semarang City Police Chief in Central Java Regional Police is now held by Senior Police Commissioner Heri Wahyudi, and the Sleman City Police Chief in Yogyakarta Regional Police is held by Senior Police Commissioner Adhitya Panji Anom.

The transfers also include promotions and position shifts at the Inspector General level of seven personnel, Brigadier General level of 19 personnel (promotion and lateral), Senior Police Commissioner level of 11 personnel, and two personnel at the City Police Chief/Police Captain level.

Additionally, seven personnel have entered retirement.

Isir emphasised that the entire transfer process was conducted objectively and based on organisational needs.

“This step is part of the Police’s human resources management strategy to ensure the organisation remains adaptive, solid, and responsive to future operational challenges,” he said.

Furthermore, he also hoped that officials receiving new responsibilities could quickly adapt and demonstrate dedication and integrity in carrying out their duties.

“Leadership hopes that all transferred officials can work optimally immediately, maintain internal solidarity, and continue to increase public trust in the Police,” he said.
