The improvement of the Plumpang-Semper road, a vital transport artery in North Jakarta, has been proposed as a priority in the Kecamatan Koja Development Planning Consultation (Musrenbang).

“The main priority proposal is the improvement of the Plumpang-Semper road, including the construction of a commemorative monument at the Simpang Lima Semper intersection,” said Koja Sub-district Head Toto Bondan in Jakarta on Tuesday.

According to him, the improvement of the Plumpang-Semper road is a focus of development because the area is a densely populated residential area.

This location is also a logistics route for industry and a centre for community economic activity.

He believes that this improvement is aimed at reducing congestion and traffic conflicts between trucks and motorcycles.

He said that in the Kecamatan Koja-level Musrenbang, out of six villages, there were 375 proposals, of which 311 were physical proposals and 64 were proposals for the procurement of goods.

According to him, several priority development plans for 2027 include the normalisation of the drainage channel (U-ditch) on Jalan Alur Laut, Rawa Badak Selatan village, for a length of 400 metres, and the improvement of Jalan Koramil in the same area, for a length of approximately 400 metres.

“This forum ensures that the proposals are truly a priority, measurable and in accordance with the needs of the residents,” he said.

Meanwhile, Deputy Mayor of North Jakarta, Fredy Setiawan, said that the Musrenbang is a participatory planning forum that accommodates aspirations from the community at the grassroots level.

He explained that every development proposal must meet three main criteria, namely having a broad impact, being integrated with the policies of the city government and the DKI Jakarta Provincial Government, and being realistic and measurable in accordance with the fiscal capacity of the region.

“The budget must be managed wisely. Not all proposals can be implemented at once. Therefore, it is necessary to determine priority programmes and programmes that can be postponed,” he said.

He added that several strategic issues in Kecamatan Koja that need attention include flood management through the normalisation of drainage channels, waste management, improvement of public services, and strengthening human resources, including empowering young people.

“The success of development is not measured by the number of projects, but by the extent of the benefits felt by the community,” he said.

“The city-level Musrenbang is planned to take place two to three weeks after Eid al-Fitr,” he said.
