PLN EPI & Kemendesa PDT Strengthen Collaboration to Drive Net Zero Emissions
Jakarta, CNBC Indonesia - The Biomass Directorate of PT PLN Energi Primer Indonesia (EPI) is collaborating with the Ministry of Villages, Community Development and Transmigration (Kemendesa PDT) to accelerate the achievement of the Net Zero Emission (NZE) target through the co-firing of biomass in PLN’s steam power plants.
This agreement was discussed during a coordination meeting held at the Ministry of Villages, Community Development and Transmigration, attended by the Deputy Minister of Villages and Community Development, Ahmad Riza Patria, Director of Biomass at PLN EPI, Hokkop Situngkir, and officials from both institutions.
Director of Biomass at PLN EPI, Hokkop Situngkir, stated that this year, PLN EPI is targeting to supply 3.65 million tons of biomass to 52 PLN steam power plants throughout Indonesia. This target represents a significant increase compared to the 2.4 million tons supplied in 2025.
“This target certainly requires multi-party collaboration. We believe that villages play a key role because biomass sources are spread throughout rural areas, both from wood industry waste, rice husks, and other agricultural residues,” said Hokkop, quoted on Friday (February 27, 2026).
He explained that the development of biomass not only has an impact on environmental aspects through reducing carbon emissions but also opens up new economic opportunities for village communities. The process of collecting, processing, and distributing biomass to collection sites or power plants involves the active participation of local residents and businesses.
“Therefore, the support of the Ministry of Villages is very strategic. Villages are at the forefront of biomass and bioenergy development. Plantation and agricultural waste, which previously had no value, can now become a new source of income for the community,” he added.
This collaboration is expected to produce dual benefits, namely the achievement of the biomass supply target to PLN power plants, which contributes to emissions reduction, while also improving the welfare of village communities through their involvement in the biomass supply chain.
The Deputy Minister of Villages and Community Development, Ahmad Riza Patria, welcomed the synergy. He immediately asked his staff to map out village-owned enterprises (BUMDesa) around power plants, especially in the first-tier area, which can be involved in the biomass supply chain.
“We need to prepare a four-year plan, how many villages we can involve together with PLN EPI. Almost all villages have biomass raw materials, but it is necessary to map the potential for biomass waste in the villages, especially in villages located in the first-tier area of the power plant locations, so that this program can run effectively and sustainably,” said Riza Patria.
Through this collaboration, PLN EPI and the Ministry of Villages, Community Development and Transmigration are committed to building a village-based biomass ecosystem that is structured, planned, and sustainable, while also encouraging the strengthening of the local economy through the active involvement of village-owned enterprises and communities in the biomass supply chain, as a real contribution to the national energy transition and the achievement of Indonesia’s Net Zero Emission target.
