PKS Proposes Maintaining the 4 Per Cent Parliamentary Threshold
The Central Executive Board of the Prosperous Justice Party (PKS) has proposed that the parliamentary threshold for the 2029 general election remain at 4 per cent, unchanged from the previous election.
Secretary-General of PKS, Muhammad Kholid, believes that the 4 per cent threshold is adequate and does not need to be increased or decreased.
“Maintaining the 4 per cent threshold, as before, is good enough,” said Kholid in a written statement on Thursday, 26 February 2026.
He explained that if the parliamentary threshold were increased from 4 per cent, the chances of more votes being wasted would also increase. On the other hand, a significant decrease would trigger an extreme multi-party system.
PKS believes that the threshold in the electoral contest is still necessary as a mechanism to maintain political stability. “The parliamentary threshold must remain in place; we propose that the figure remain at 4 per cent,” said the member of Commission XI of the DPR (House of Representatives).
Last year, the Constitutional Court, in case number 116/PUU-XVIII/2023, decided to abolish the 4 per cent parliamentary threshold as stipulated in the Election Law.
In its legal considerations, the Court argued that the parliamentary threshold provision was not in line with the principles of popular sovereignty, electoral justice, and violated the legal certainty guaranteed by the constitution.
The Court continued, stating that Article 414 paragraph (1) of the Election Law is conditionally constitutional to be applied in the 2029 Election and beyond, as long as amendments have been made.
Subsequently, several political parties proposed changes to the parliamentary threshold, referring to the Court’s decision. PAN, for example, proposed its abolition so that votes would not be wasted.
Meanwhile, the NasDem Party proposed increasing the parliamentary threshold from 4 to 7 per cent to be applied in the 2029 Election. The reason given was to maintain government stability.
