PKS on Yusril's Proposal for Threshold Based on Number of Commissions: Makes Sense
Coordinating Minister for Law and Human Rights Yusril Ihza Mahendra has proposed that each political party should secure at least 13 seats in accordance with the number of commissions in the Indonesian House of Representatives (DPR RI) as the legislative election threshold. PKS considers this proposal reasonable. “It makes sense. At minimum, every commission should have a representative. But governability could become more challenging. Because the number of parties in the DPR is likely to be 9-11 parties,” said Mardani to reporters on Friday (1/5/2026). Mardani stated that the presidential system requires the DPR to adopt a simple multi-party system. “The presidential system requires a DPR with a simple multi-party system. The threshold figure always considers governability alongside representativeness,” he said. Yusril’s Proposal for Parliamentary Threshold Previously, Yusril proposed using the number of commissions in the DPR RI as the threshold for political parties participating in the legislative election. He suggested that each political party must obtain at least 13 seats in the DPR RI because there are 13 commissions in the DPR RI. “For example, the benchmark should actually be how many commissions there are in the DPR. Now, that is regulated in the standing orders, it should be regulated in the law,” said Yusril, as quoted by Antara on Thursday (30/4). He stated that parties unable to reach 13 seats could form a joint coalition also consisting of at least 13 seats or more. Additionally, they could join the faction of a larger party. “In this way, no votes are lost and it is fair enough for all of us,” he said. This proposal emerged while the DPR is still discussing revisions to the Election Law. The revision process is ongoing, and the issue of the parliamentary threshold is one of the sensitive topics.
