JAKARTA — The PKS faction in the DKI Jakarta Provincial DPRD has requested that the Regional Owned Enterprise (BUMD) managing the Drinking Water Supply System (SPAM) provide automatic compensation to customers in the event of service disruptions.

This was stated by PKS faction member Ismail while delivering the faction’s general views on the Draft Regional Regulation (Raperda) concerning the Organisation of SPAM during a plenary session of the DKI Jakarta DPRD on Monday (13/4/2026).

According to Ismail, customers’ obligation to pay bills on time must be matched by an equivalent guarantee of service quality from the provider.

He also highlighted the uneven access to piped water in Jakarta, suboptimal service quality, and the still very high rate of pipeline system leakages.

“Facts show that service coverage is only around 65.85 percent, while water loss or Non-Revenue Water reaches 46.67 percent. This is not just numbers; it is an evaluation of governance that must be urgently addressed. If this condition is left unchecked, then the target of 100 percent service by 2030 will merely be an illusion,” he said.

However, he added, tariff issues are the most sensitive matter and often become public complaints.

PKS also requested that the subsidy database be locked using the Integrated Social Welfare Data (DTKS) to ensure targeted subsidy distribution.

Furthermore, Ismail stated that the SPAM Raperda must be able to eliminate oligarchic monopolies in the management and provision of drinking water.

“This Raperda also requests firm clauses regarding special social tariffs, even up to Rp 0 or full subsidies, for community facilities such as places of worship, orphanages, and public schools as a manifestation of the state’s commitment to serving the community,” Ismail remarked.
