PKPA: Oversight of ministerial digital communications regulation 9/2026 implementation is crucial
Jakarta — The Centre for Child Study and Protection Foundation (PKPA) has emphasised the importance of oversight regarding the implementation of the Ministerial Regulation on Digital Communications Number 9 of 2026, which regulates restrictions on social media access for children under 16 years of age on high-risk platforms.
“Implementation of this policy requires oversight involving various parties, including government, digital platform operators, child protection organisations, and society,” said PKPA Executive Director Keumala Dewi when contacted in Jakarta on Friday.
The foundation welcomed the issuance of the Ministerial Regulation on Digital Communications as a concrete step by the government in strengthening child protection in the digital sphere.
The Ministerial Regulation on Digital Communications Number 9 of 2026 is an implementing regulation derived from Government Regulation Number 17 of 2025 on the Management of Electronic System Operations in Child Protection (PP Tunas).
Dewi stated that policy implementation must be accompanied by extensive public awareness campaigns, strengthened digital literacy for parents and children, and oversight from all stakeholders.
“We also emphasise the importance of consulting children in the process of policy formulation and evaluation so that their voices are truly heard,” she said.
Additionally, both government and parents must pay attention to potential side effects from the implementation of these access restrictions.
