Piyungan Industrial Zone to Be Reviewed After Residents Protest Land Status
Regent of Bantul, Abdul Halim Muslih, has approved changes to the land status of several residents in Ngemplaksari, Srimulyo, Piyungan, Bantul, who are within the Piyungan industrial zone. Halim also plans to revoke the management permit for the Piyungan industrial zone due to lack of progress. Halim stated that yesterday, residents from Ngemplaksari, Srimulyo, Piyungan, Bantul visited his official residence in Trirenggo, Bantul, requesting a change in land zoning from industrial to service, including residential. “This serves as input for the government to evaluate the existing detailed spatial plan (RDTR). Such matters are normal within our spatial dynamics,” he said when interviewed by journalists in Poncosari, Srandakan, Bantul, on Saturday, 30 May 2026. Halim explained that the residents’ land within the Piyungan industrial zone is located on hilly terrain resembling terraced fields. He stated that the RDTR is not fixed and can be adjusted as needed to optimise land use. “The RDTR is not static; it can be modified according to requirements to optimise land utilisation,” he added. Halim said zoning decisions are based on optimal point determination. Bantul Regency has 511 square kilometres of land to be utilised across all economic sectors. “Where the optimal points lie—how many hectares for industry, agriculture, housing, and trade—there is dynamism involved, which is normal,” he said. “Yesterday, we原则上 accepted the proposed changes. We will study and process them further, as RDTR modifications require approval from the Ministry of ATR/BPN, not just a regent’s regulation,” Halim added. Regarding the Piyungan industrial zone, Halim admitted it has yet to materialise. The management permit was granted by former Regent Suharsono in 2016. “During Suharsono’s administration, an 85-hectare industrial zone management permit was issued in 2016, yet there has been no progress to date,” he said. According to Halim, the zone is managed by PT Yogyakarta Isti Parama (YIP). He stated that due to the lack of progress, the administration plans to revoke the management permit. “Since PT YIP has not made any progress since 2016, we are considering revoking its permit,” he said. “The regency government has already invested nearly Rp 40 billion in road construction, but PT YIP has failed to develop the industrial zone despite being granted the permit,” Halim added. Previously, residents of Ngemplaksari, Srimulyo, Piyungan, Bantul visited the regent’s official residence on Friday, 29 May, after their land was unexpectedly included in the Piyungan industrial zone. Bantul’s Land and Spatial Planning Office (Dispertaru) confirmed it had submitted a request to review the RDTR to change the zoning. Widayat, a representative of Ngemplaksari RT 5 residents whose land falls within the industrial zone, said he and over a dozen others had come to request the regent’s intervention. “We visited the regent to request the removal of 14 plots of land, including my own which was due for sale, from the industrial zone,” he told journalists at the regent’s official residence in Trirenggo, Bantul, on Friday, 29 May 2026. Widayat added that the 14 plots, totalling 1.6 hectares, belong to 14 residents. He said the villagers only discovered their land was included in the industrial zone when attempting to sell it. “A buyer was ready, but the industrial zone status halted the transaction. The land is actually 500 metres to one kilometre away from the proposed industrial site,” he said. This has caused potential buyers to reconsider or delay paying deposits due to the industrial zone classification. “We approached the village office, but they said it was a regency-level issue, hence our visit here. I urge the regent to reclassify the zoning to exclude the industrial zone,” he said.
