PHE Prepares 800 New Wells to Maintain Oil and Gas Production Amid Energy Challenges

Jakarta — PT Pertamina Hulu Energi (PHE) is preparing several strategies to maintain national oil and gas production amid global geopolitical challenges and operational complexities within the energy industry.

As Pertamina’s upstream subsidiary, the company manages approximately 27 per cent of Indonesia’s oil and gas working areas and is one of the primary contributors to national energy production.

“Strengthening exploration, optimising existing fields, developing and applying production enhancement technology will be key factors in maintaining the sustainability of national oil and gas production,” said PHE’s Director of Strategic Planning, Portfolio and Commercial Affairs Edi Karyanto during a media engagement event for Pertamina’s upstream subsidiary in Jakarta on Tuesday, 10 March 2026.

He added that these steps also open opportunities for discovering new resources in various oil and gas basins across Indonesia.

Throughout 2025, PHE’s oil and gas production reached approximately 1 million barrels of oil equivalent per day (MMBOEPD), comprising oil production of 557 MBOPD and gas production of 2.8 BCFD.

Beyond maintaining production performance, the company also recorded several strategic achievements, including discovering resources equivalent to 1 billion barrels of oil (BBOE). PHE has also implemented various production enhancement technologies such as multistage fracturing, steam flood, and chemical enhanced oil recovery (CEOR).

The programme includes drilling 16 exploration wells and 800 exploitation wells. Additionally, the company is planning 1,284 workover operations.

Seismic survey activities will also be conducted through 2D surveys covering 904 kilometres and 3D surveys covering 1,660 square kilometres. PHE is also targeting 33,000 well intervention well service (WIWS) operations.

This production enhancement strategy is being executed through developing existing fields (brownfield), developing new fields (greenfield), and implementing enhanced oil recovery (EOR) technology to increase hydrocarbon extraction from producing fields.

On the other hand, the company is also strengthening exploration of new resources, including unconventional oil potential and strategic partnership opportunities through acquisitions.

Low-carbon energy development is being pursued through the implementation of carbon capture storage and carbon capture utilisation and storage (CCS/CCUS) technology. The company is also implementing various operational decarbonisation programmes.

These measures align with the government’s efforts to increase national oil and gas production whilst maintaining energy security during the transition towards cleaner energy.

Through various strategic programmes, PHE seeks to increase its contribution to national oil and gas production whilst strengthening Indonesia’s energy resilience.

In conducting upstream oil and gas operations, PHE states it will continue to invest in operational management that prioritises Environmental, Social, and Governance (ESG) principles.

The company has also reaffirmed its commitment to Zero Tolerance on Bribery by ensuring fraud prevention and keeping the company free from corrupt practices.

One measure being undertaken is the implementation of an Anti-Bribery Management System (ABMS) that has been standardised to ISO 37001:2016.
