Permit for Cilandak Padel Court Has Not Been Issued Due to Incomplete Requirements

Jakarta, 24 February 2026 — The South Jakarta municipal government has confirmed that the building permit for the Fourthwall padel court in Cilandak has not been issued because the operator has not yet fulfilled all requirements.

Dertha Eko Wibowo, Head of Building Section at the South Jakarta Public Works, Spatial Planning and Land Agency (Citata), stated that whilst a permit application has been submitted, one requirement remains outstanding, preventing the issuance of the Building Approval (PBG).

Dertha did not specify the requirement in question, only noting that additional conditions must be met following complaints from residents regarding noise disturbances.

“There are several things we need to add because of resident complaints,” Dertha said.

The South Jakarta municipal government has sealed the padel court facility after it continued construction and began operations despite lacking official authorisation. The seal will remain in place until the operator fulfils all prescribed requirements.

Andy Lazuardy, Head of the South Jakarta Citata Sub-agency, emphasised that despite the padel court’s location in a commercial zone, environmental impact and neighbourhood comfort remain paramount considerations.

“The key point is that development must protect the surrounding environment. You cannot simply prioritise commerce without caring for the environment so it is not disrupted,” Andy stated.

Andy acknowledged uncertainty about when and why the previous seal was removed, necessitating the re-sealing. “The padel court does not have a permit, so we have re-sealed it after it was previously sealed by the district level,” he explained.

The operator claims to have submitted the permit application since August. Meanwhile, Fajar Edi Putra, a representative of the Fourthwall management team, stated that the company submitted its PBG application in August 2025, before construction commenced.

“We submitted it in August before this court existed, before we even started construction. But I will need to check back with our legal department to see what stage the process is at,” Fajar told Kompas.com on Tuesday, 24 February 2026.
