Penajam Paser Utara Investment Agency Assists 532 Daily Workers in Obtaining Business Identification Numbers

Penajam — As the recruitment mechanism for daily workers shifts towards a goods and services procurement system, the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Penajam Paser Utara (PPU) has become the frontline in ensuring the legality of individual businesses through digital services. One form of assistance now being promoted is the issuance of Business Identification Numbers (NIB) for Individual Service Workers (PJLP), or daily workers with employment periods of under two years.

"We provide NIB assistance for daily workers with less than two years' service, based on requests submitted to DPMPTSP from various regional work units (SKPD) that need support for their daily workers," said PPU DPMPTSP Head Nurlaila.

According to Nurlaila, this assistance is not conducted randomly but is based on official requests from regional work units seeking technical support. The data is then compiled and followed up with scheduled direct guidance sessions for workers who will be entering the e-catalogue system.

"Based on our records, I have already conveyed that there are a total of 31 SKPDs involved. The total number of workers requiring NIB issuance assistance is approximately 715," she explained.

However, not all of them opted for the assisted pathway. Some had already familiarised themselves with the OSS-RBA (Online Single Submission — Risk Based Approach) system used to issue NIBs online.

"Of the 715, only approximately 532 received assistance. The remainder issued their NIBs independently," she continued.

Nurlaila emphasised that, from a regulatory standpoint, NIB processing does not necessarily require assistance. The OSS system allows individuals to access and complete the NIB registration form themselves, including determining the appropriate Indonesian Standard Industrial Classification (KBLI) matching the type of service they offer.

"NIB issuance can actually be done independently by those who already understand the mechanisms within the OSS system," said Nurlaila.

However, not all individual service workers are familiar with the technology interface. The greatest challenge lies not in the registration process itself but in selecting the correct business classification. Errors in choosing the KBLI code could result in legal inconsistencies with the services they offer through the e-catalogue system.

"There are some daily workers who may not be well-versed in OSS technology, so they require assistance to avoid selecting the wrong KBLI classification," Nurlaila said.
