Pelindo Bengkulu Prepares Land for Industrial Zone

PT Pelindo Regional II Bengkulu is preparing a 215-hectare plot of land as an industrial zone at Pulau Baai Port.

“At present, Pelindo Regional II Bengkulu is undertaking the development of Pulau Baai Port. We are providing 215 hectares of land based on the Port Master Plan (RIP),” stated General Manager of PT Pelindo (Persero) Regional II Bengkulu, Dimas Rizky Kusmayadi, in a written statement on Thursday, 2 April 2026.

Based on RIP Nonmor KP 898 of 2016, zoning for industrial development has been allocated at Pulau Baai Port since 2016. Of the total 215 hectares, Pelindo is preparing 50 to 75 hectares as the initial phase in accordance with government regulatory guidelines (Minister of Industry Regulation of the Republic of Indonesia No. 40/M-IND/PER/6/2016 on Technical Guidelines for Industrial Estate Development).

“At the moment, we are conducting a review of the zone’s feasibility because the 2022 study was on a Special Economic Zone (KEK), so the study must be updated to an Industrial Zone,” Dimas explained.

He revealed that the industrial zone, developed by Pelindo in collaboration with the government, will feature several clusters, such as industrial activities for processing plantation products, marine products, mining products, and logistics.

Dimas acknowledged that several foreign investors have already communicated their interest in establishing operations in the Pulau Baai Port zone. “Indeed, there are several foreign investors who have communicated and are interested in entering and opening new industries in the Pulau Baai Port Zone,” Dimas clarified.

The interested new industries are from the sectors of processing plantation products, marine products, and mining products.

“A complete marine product processing plant, starting from facilities that process freshwater/marine catches into value-added products (fillets, frozen, canned) through cleaning, sterilisation, freezing, and packaging processes up to canning. We, together with the government, are re-evaluating what other industries should be brought in according to Bengkulu’s potential,” he explained.

The target of building Bengkulu’s economy from the port sector naturally presents challenges, according to Dimas. Currently, he explained, the challenge that must be addressed quickly is the revision of the Regional Spatial Planning Bylaw (RTRW), Bengkulu City Bylaw No. 4 of 2021 on the RTRW of Bengkulu City, where Pulau Baai Port is designated as a Transportation Zone.

“Based on Bengkulu City Bylaw No. 4 of 2021, as stipulated in Article 80 paragraph (9), Pulau Baai Port is permitted to carry out development, land use activities, and development of supporting facilities and infrastructure to support the main function of the transportation zone. The bylaw mandates that development is allowed only to support the main function, namely transportation, but processing industries are not permitted, so the new RTRW bylaw revision must specify transportation along with sub-industries,” Dimas stated.

The revision of the Bengkulu Province RTRW bylaw poses a particular challenge because many parties are awaiting it, including the central government and Pelindo. “This is homework for everyone, Pelindo and local government, so that the RTRW revision is carried out quickly. Communication and coordination with the Bengkulu City and Provincial DPRD have received positive responses of readiness to support,” Dimas noted.

Furthermore, he outlined that improved performance at Pulau Baai Port would impact regional income. He cited, for example, liquid bulk commodities with a capacity of 1.4 million tonnes. Currently, only 400,000 tonnes enter Pulau Baai Port, while the remaining 1 million tonnes go through Teluk Bayur and Panjang Ports.

“If there is an industrial zone, then that 1 million tonnes could pass through Pulau Baai Port, which would positively impact Bengkulu Province’s regional revenue,” he explained.
