Jakarta – The Deputy Chairman of the PDI Perjuangan (PDI-P) Central Executive Board, Said Abdullah, stated that the ideal parliamentary threshold is in the range of 5.5 to 6 percent.

Said made this remark in response to the proposal by the Coordinating Minister for Law, Human Rights, Immigration, and Correctional Services, Yusril Ihza Mahendra, who suggested using the number of commissions in the DPR RI as the basis for the parliamentary threshold.

“If linked to the number of commissions and AKD (council support apparatus), the ideal is indeed 38 seats, around 5.5 to 6 percent. PDI Perjuangan is at that level,” Said said at the Parliament Complex in Senayan, Central Jakarta, on Monday, 4 May 2026.

Said explained that the figure of 38 seats is calculated from the 19 commissions in the DPR RI, each multiplied by two representations per political party.

“That means 19 times two, 38 seats. That is the minimum number because if only one person per commission, the representation of representation will not be fulfilled,” he said.

This differs from Yusril’s proposal, which mentions a minimum threshold of 13 seats according to the number of commissions in the DPR RI. Said assessed that this figure is not yet ideal for faction representation.

In addition, Said also proposed that the parliamentary threshold be applied in stages down to the regional level, from the DPR RI to provincial and regency/city DPRDs.

“For example, at the national level 6 percent, then at the provincial level 5 percent and at the regency/city level 4 percent,” he said.

According to him, applying the threshold at the regional level is important to strengthen regional legislative institutions and support government effectiveness.

“If there is no parliamentary threshold at the provincial and regency/city levels, it will complicate the DPRD and local government. It must be parallel from top to bottom,” he stated.

Previously reported, Yusril Ihza Mahendra proposed that the number of commissions in the DPR RI be used as the reference for the parliamentary threshold for political parties participating in elections.

He stated that every political party needs to obtain at least 13 seats in the DPR RI, according to the number of commissions which currently totals 13.

“For example, the reference is how many commissions there are in the DPR. That should be regulated in the law,” said Yusril.

According to Yusril, parties that do not reach that threshold can form coalitions or join other factions, so that no voter voices are lost.
