Paying Vehicle Taxes in West Java Without Original ID Card, But Not Yet Optimal

Governor of West Java (Jabar) Dedi Mulyadi, also known as Demul or KDM, recently issued a circular allowing vehicle tax payments without the ID card matching the STNK.

Through Circular Letter from the West Java Regional Tax Office Number 47/KU.03.02/BAPENDA/2026, this policy officially began on 6 March 2026. Residents only need to bring the STNK for renewal at Samsat offices, which should apply throughout West Java, including in Bekasi.

Although under the jurisdiction of Polda Metro Jaya, for motor vehicle taxation, that area follows West Java Province’s regulations under the provincial Bapenda. Besides Bekasi, Depok has the same status.

Last week, CNNIndonesia.com observed residents paying vehicle taxes at the Bekasi City Samsat.

At the registration counter, where taxpayers submit requirement documents, the counter officer informed about the new policy.

“If it’s the Governor’s programme, for annual taxes, you don’t need the original ID of the owner,” said the counter officer on Thursday (9/4) afternoon.

The atmosphere at Bekasi Samsat that afternoon was bustling and crowded as usual. Many residents crowded the information desk with confused faces facing the complicated administration to comply with their tax obligations.

One of those waiting was Ismail (45), who said he was greatly helped by Dedi’s policy.

“It means it’s stimulating. Personally, I’m stimulated to pay taxes. Previously, I was lazy because of the image of having to attach an ID, and there are also unscrupulous individuals offering without ID but you have to pay extra money. With this new policy, it makes it easier for me,” he said.

Praise for this policy was also expressed by Mutaqin (38). Mutaqin—who hasn’t yet transferred the name of his motor vehicle—said Demul’s policy eases things for second-hand motorbike buyers.

“Yes, in my opinion, this is very good for the community, especially buyers of so-called second-hand vehicles,” said Mutaqin.

Although praising the policy, Mutaqin was still doubtful about the firmness of its implementation. When he first arrived at the Samsat location, he admitted he didn’t know if Bekasi City Samsat was really applying it.

“This is just by chance we’re still closed, sir. So I don’t know yet,” said Mutaqin, who was still talking to CNNIndonesia.com that morning.

On that Thursday morning, at one of the payment counters, there was still a sign requiring residents to bring the original ID or attach a power of attorney as requirements for those wanting to renew their vehicle’s STNK.

Mutaqin admitted that even though he knew about Demul’s Circular, he still brought proof of the previous owner’s ID as a precaution. Because he didn’t know how the new policy’s implementation would be at Bekasi City Samsat.

“Lack of input [information] here, sir. So I was just given a photo. This [ID] is the owner’s. This is from a photo on my phone, I just printed it,” he revealed.

The circular on motor vehicle taxes without needing to bring the ID matching the STNK applies from 6 March 2026. To pay annual motor vehicle taxes, West Java residents only need to bring the STNK.

Some time ago, according to Dedi Mulyadi, this policy should streamline services and encourage tax payment compliance. The direct impact on the government, he said, is an increase in regional revenue.

Although providing document relief for tax payments, the West Java Provincial Government still urges residents buying second-hand motor vehicles to carry out ownership transfer.

Name Transfer

According to Ismail—while waiting for his name to be called to pay taxes—this policy becomes a solution to the common problem of paying taxes for vehicles that have changed hands but haven’t been transferred.

In his view, transferring vehicle ownership is difficult for low-income residents.

“If transferring names, we also have to spend more money. Sometimes our economy is just enough. So with KDM making this move, it’s helpful,” he said.

Another problem with vehicle name transfer was also raised by Jumari (48). According to Jumari, the administrative process for transferring vehicle names is still quite complicated.

Due to this complexity, he continued, illegal things emerge, including brokers for residents who have difficulty with knowledge or time to handle motor vehicle documents.

But for the general public, he admitted, these illegal things haven’t been a problem. Offers of convenience for busy residents can become a ‘solution’.

“If it’s complicated, [they end up trusting] brokers, yes,” said Jumari.

“So, ah, too lazy for the hassle, poor thing, later when there’s time or not. If free, want to handle it myself, then if not, wait for funds first to pay the broker,” he added.

In order to improve the quality of public services and provide convenience for taxpayers as well as to increase awareness and compliance in paying Motor Vehicle Tax, it is notified to the people of West Java who own and/or control motor vehicles, whether personal or corporate, that they can fulfil their annual Motor Vehicle Tax payment obligation without bringing the first owner’s ID.

Residents who will make annual Motor Vehicle Tax payments only need to bring the STNK and the ID of the person controlling the motor vehicle, or immediately transfer the name of the motor vehicle.
