The Indonesian Teachers and Education Association (P2G) has received reports from part-time civil servant teachers in Serang City regarding their salaries. P2G states that these teachers receive approximately IDR 130,000 per month, which comes from the School Operational Assistance (BOS) fund.

Head of the Teacher Advocacy Division at P2G, Iman Zanatul Haeri, stated that there are 954 part-time civil servant teachers and education staff in Serang City. They were appointed by the Serang City Government on October 23, 2025.

“A total of 954 teachers and education staff in Serang City were symbolically appointed as part-time civil servants on October 23, 2025, but have not yet received their official appointment letters,” said Iman on Thursday (February 26, 2026).

However, he said that since January 2026, the teachers have been receiving minimal salaries. The salary amounts vary from IDR 130,000 to IDR 960,000 per month.

“Because the appointment letters have not been issued, they are paid using BOS funds with very low and fluctuating amounts, ranging from IDR 130,000 to IDR 960,000 per month,” said Iman.

“Some have not been paid at all, and some claim they have not received payment,” he said.

According to Iman, this salary is lower than what they received before being appointed as part-time civil servants. This condition is also related to the rules for using BOS funds.

“The 2026 BOS guidelines, which limit the allocation for employee salaries to a maximum of 20%, has further reduced their income compared to when they were still purely honorary employees,” he said.

P2G has requested that the Serang City Government immediately issue appointment letters for the 954 part-time civil servant teachers and education staff. Their salaries must also be ensured to be in accordance with the Serang City Minimum Wage of IDR 4.6 million.

“The appointment letters are needed so that their rights as part-time civil servants are clear, especially regarding the appropriate salary and the certainty of their status as civil servants so that there are no more ambiguities regarding bonuses or other allowances,” he said.

“In accordance with the Minister of Administrative and Bureaucratic Reform (PAN-RB) Regulation Number 16 of 2005, Article 19, it states that part-time civil servants are paid as they were before when they were still honorary employees or in accordance with the regional minimum wage. We hope they receive the regional minimum wage,” he added.
