Jakarta – A member of Commission III of the Indonesian House of Representatives, I Wayan Sudirta, has highlighted the case of the missing Ukrainian foreign national (WNA) Ihor Komarav (28), which has been linked to the discovery of human remains in the Wos Teben River mouth, Ketewel, Bali.

According to him, this case is not merely an allegation of ordinary murder but a humanitarian catastrophe and a genuine threat to security sovereignty on the Island of Bali. “With a ransom demand of USD 10 million (approximately Rp 168 billion), we are no longer discussing street crime, but rather strong indications of an organised crime syndicate (mafia) operating with calculated precision in Bali,” said Wayan in a statement on Saturday, 28 February 2026.

From a legal perspective, Wayan has emphasised that this action meets the elements of premeditated murder committed with extreme cruelty (mutilation). However, the dimension of abduction with ransom adds greater weight to the case, making it an extraordinary crime.

“We appreciate the initial steps taken by the police through tattoo identification and forensic testing. However, physical identification alone is insufficient,” he said.

To this end, the House of Representatives member from the Indonesian Democratic Party of Struggle (PDI Perjuangan) faction has emphasised that the National Police through the Bali Regional Police must trace digital transfers (cryptocurrency or bank transfers) and communications behind the ransom video as key evidence to identify the intellectual masterminds behind the field executors.

Firmly, Wayan has stressed that law must act as a sharp sword. The actions of the perpetrators who accosted the victim in Jimbaran, subjected him to detention and subsequently allegedly executed and mutilated him meet all elements of Premeditated Murder (Article 459 of Law Number 1 of 2023 concerning the Indonesian Criminal Code).

“The state must utilise this article to demand maximum penalties, capital punishment or life imprisonment as a firm message that Indonesia does not tolerate sadism. Given the condition of the cruelly mutilated remains, investigators can layer the article concerning murder with cruelty to aggravate sanctions for the perpetrators,” said the legislator from the Bali electoral district.

Furthermore, Wayan has stated that the National Police must recognise that international attention is now focused on Bali. In accordance with Law Number 12 of 2005 (ratification of the International Covenant on Civil and Political Rights), the state is obliged to guarantee the right to life for every individual without exception.
