Parliament Urges Government to Closely Monitor Holiday Bonuses for Ride-hailing Drivers and Couriers: Must Be Transparent

A member of Commission V of the People’s Consultative Assembly (DPR) from the National Awakening Party (PKB) faction, Sudjatmiko, has urged the Ministry of Transportation (Kemenhub) and Ministry of Manpower (Kemenaker) to strictly oversee the distribution of holiday bonuses (THR) or annual bonuses (BHR) for ride-hailing drivers (ojol) and digital couriers.

The distribution process for holiday bonuses, he stated, must proceed transparently, accountably, and fairly to ensure the welfare of logistics sector workers based on digital applications.

“We request that Kemenaker coordinate with Kemenhub to ensure that the distribution of holiday bonuses for ride-hailing drivers is conducted openly and without concealment. This is not merely an administrative matter, but a tangible manifestation of the state’s commitment to their rights,” Sudjatmiko said in a statement on Friday, 27 February 2026.

Sudjatmiko noted that synergy between Kemenhub as the transportation regulator and Kemenaker as the labour protection supervisor is crucial. This is because the position of digital platform workers operating under a partnership scheme is often vulnerable to disparities in determining bonus criteria and amounts without strict government oversight.

“Kemenhub and Kemenaker must establish clear indicators that must be adhered to by online transportation application service providers in giving annual bonuses to their partners,” he stated.

The PKB politician reminded that the provision of holiday bonuses, which began to be regulated last year through a Ministerial Circular, should not become merely a symbolic policy. He urged a comprehensive evaluation of the previous year’s implementation, particularly concerning the criteria for recipients and the transparency of bonus calculations to ensure fairness and appropriate targeting.

“They must not merely be the backbone of services without receiving deserved recognition. They must feel the annual bonus as appreciation for their hard work, especially approaching the holiday season when household needs increase significantly,” Sudjatmiko said.

Sudjatmiko emphasised that evaluating bonus amounts is a key point the government must address this year. He expressed hope that the state will actively ensure that application providers comply with existing regulations, so there are no loopholes that disadvantage drivers and couriers.

“There must be a comprehensive evaluation, including the matter of bonus amounts and the transparency of the calculations. The state must ensure that drivers and couriers receive their rights fairly and justly,” he concluded.
