Parliament Questions KAI on Procurement of New KRL Trains from INKA, Deputy Director Responds
Jakarta, CNBC Indonesia - Member of House of Representatives Commission XI from the PDI Perjuangan faction, Harris Turino, questioned the progress of procuring new Jabodetabek KRL trains manufactured by PT INKA (Persero) to PT Kereta Api Indonesia (Persero) or KAI.
In a hearing with the management of state-owned enterprises in food and transportation, Harris asked whether the delivery of the new KRL trains was on schedule.
“What about the procurement of KRL trainsets from INKA? We still remember our meeting on 9 February, when the Director of KAI explained that there were 16 new trainsets from INKA, 2 retrofit trainsets from INKA, and in the following year 8 retrofit trainsets from INKA, and 8 new trainsets from INKA. Have these been delivered according to the schedule?” said Harris during the Commission XI hearing with state-owned enterprise management on Thursday (2/4/2026).
He expressed concern because there were fears from the public regarding INKA’s production capacity, which could impact delivery times and operations, making overcrowding inevitable.
“Because for a long time there has been a fear of production obstacles at INKA, leading to delays, whereas looking at the increase in passenger numbers, as seen earlier, if this is delayed, the risk is quite significant for both LRT and KRL,” he continued.
Responding to the Commission XI member’s question, KAI’s Deputy Director, Dody Budiawan, stated that all 16 new INKA KRL trainsets in the first phase should have been delivered to Jabodetabek by the first quarter of 2026.
“Permission to answer regarding the INKA KRL procurement, we need to convey that we are indeed procuring 16 KRL trainsets, where one trainset consists of 12 carriages, 12-car formation, worth Rp3.84 trillion. Based on the contract for ordering those trains, they should all have been delivered to Jabodetabek in the first quarter of 2026. However, the actual delivery is only 7 trainsets, sir,” Dody replied.
As a result, overcrowding on Jabodetabek KRL services remains unresolved, as many trains are still operating with eight and ten carriages.
“Well, the consequence is indeed overcrowding at stations, especially during rush hours, because our old KRLs still have formations of around 8 and 10, sir,” Dody explained.
Therefore, KAI through its subsidiary KAI Commuter is optimising passenger movement at stations to reduce density while awaiting the new KRL trains from INKA to be delivered and operational.
“What we are doing is optimising passenger flow services at stations to reduce passenger density, so Honourable Members of Commission XI may have seen on social media that during rush hours, the number of passengers is very high, sir. Yes, that is partly due to the new KRLs we ordered not yet arriving in part,” he said.
Based on the latest discussions and agreements, the delivery of the remaining 11 trainsets from INKA’s first phase and the addition of the latest KRL will be sent by the end of 2026 at the latest.
“The result of our meeting with INKA, by the end of this year it will be completed, sir, all the new INKA KRLs,” he clarified.
