Parliament Calls for Study on UKT Classification for Children of Civil Servants
The scheme for classifying the Single Tuition Fee (UKT) specifically for children of Civil Servants (ASN) has received serious attention from Commission X. According to DPR RI Commission X member Juliyatmono, this special UKT grouping often does not align with the economic realities faced by these public servants.
Juliyatmono assessed that there has long been a misconception in the UKT grouping, where ASN families are automatically considered financially capable without considering their actual living burdens. “But they enter a high (UKT group) class, they are seen as more than sufficient. And it’s also burdensome, so there must be a special policy in my view,” said Juliyatmono during Commission X’s working visit to State University of Makassar, Makassar, South Sulawesi, on Friday, 10 April 2026.
He highlighted that current ASN incomes often lag far behind the surge in higher education costs. This causes many ASN families to struggle to send their children to higher levels because the set UKT amounts are ‘disconnected’ from their real incomes.
“They must have special policies so that their children get good opportunities for higher education. If they follow this UKT, it’s disconnected, considered middle to upper class, capable class. But in reality, it’s not sufficient,” he stated.
This Golkar Party faction politician also provided a concrete illustration of the difficulties faced by middle-rank ASN who have more than one child in higher education. He asked the government to quickly find a formula so that ASN children still receive decent education rights without excessively burdening family finances.
“An ASN in group III/b or III/d with two children in university is very burdensome. And this is the issue that we must quickly find a solution for. So that they are also enthusiastic, getting opportunities for their children to obtain higher education,” he said.
