Jakarta - The Special Committee (Pansus) for Parking Management under the Jakarta City Legislative Council (DPRD DKI Jakarta) has begun scrutinising buildings that do not hold a Sertifikat Laik Fungsi (SLF). Regulatory enforcement includes first and second warning letters, possible seizures, and even permanent shutdowns to safeguard public safety. Fuadi Luthfi, Deputy Chairman of the Pansus, said they identified 23 building and parking management companies violating rules by either not possessing or not renewing their SLF. One notable case is in the Pasar Asemka area, Taman Sari, West Jakarta, where the building reportedly has never held an SLF since 1989. Similar findings were recorded at PT Ajinomoto Indonesia, Sunter Jaya, Tanjung Priok, North Jakarta, whose SLF expired in 2009. ‘We have conveyed to the Head of the Citata Department that we must take firm action,’ Fuadi said in a statement on Tuesday (19 May). ‘There is no tolerance, no compromise. They must properly obtain the SLF.’ He added that many owners still treat the SLF as mere administrative paperwork, whereas the document is directly linked to building safety standards and disaster mitigation, spanning from fire risks to collapse. The Pansus has asked the Department of Public Works, Spatial Planning and Land Administration (Citata) to promptly issue SP1 notices to managers who have not obtained their SLF. If there is no action, the process would proceed to SP2 and potentially to seizure. ‘The seal will occur if the rules are not followed,’ Vera Revina Sari of Citata said. The enforcement will continue in stages, from SP1 to SP3, temporary suspensions, and possibly permanent halting of operations. Vera added that the government would not hesitate to impose strict sanctions on violators, as buildings must meet safety, comfort and health requirements before usage.
