Jayapura (ANTARA) - The Papua Provincial Government is preparing several strategic steps to strengthen regional cooperation, enhance the effectiveness of governance, and accelerate development in the local area.

Papua’s Deputy Governor Aryoko Albertho Ferdinan Rumaropen in Jayapura on Tuesday stated that cooperation between local governments plays an important role in improving the quality of public services and addressing geographical and social challenges in Papua.

“There are several concrete steps being prepared by the Papua Provincial Government to strengthen regional cooperation,” he said after opening the 2026 Inter-Governmental Cooperation Facilitation Meeting in Jayapura City, Papua, on Tuesday.

According to Aryoko, the first step is to reorganise all regional cooperation agreements to comply with applicable laws and regulations.

“Second, to clarify the roles and responsibilities of regional apparatus organisations (OPD) as implementers of cooperation, both at the provincial and regency/city levels,” he said.

He explained that the third step is to build a more structured, transparent, and accountable cooperation management system so that every programme can be monitored and evaluated optimally.

“Fourth, to form a regional cooperation team with clear duties, functions, and authority to strengthen cross-sectoral coordination,” he said.

Finally, or fifth, is to increase the commitment of all regional apparatus to make cooperation the primary strategy in accelerating development and improving community welfare.

He added that these steps are important so that regional cooperation does not merely become an administrative document but truly delivers real impacts for the community.

“Because strengthening regional cooperation is also in line with the Bright Papua development vision, which emphasises collaborative and inclusive governance,” he said.

He explained that his side acknowledges several obstacles in implementing cooperation, such as suboptimal coordination and the lack of a fully integrated system.

“Therefore, through this cooperation facilitation activity involving the Ministry of Home Affairs, it is hoped that the management of cooperation in Papua can become more organised and of higher quality,” he said.
