        "content": "<p>Jayapura (ANTARA) - The Papua Provincial Government is preparing\nseveral strategic steps to strengthen regional cooperation, enhance the\neffectiveness of governance, and accelerate development in the local\narea.<\/p>\n<p>Papua\u2019s Deputy Governor Aryoko Albertho Ferdinan Rumaropen in\nJayapura on Tuesday stated that cooperation between local governments\nplays an important role in improving the quality of public services and\naddressing geographical and social challenges in Papua.<\/p>\n<p>\u201cThere are several concrete steps being prepared by the Papua\nProvincial Government to strengthen regional cooperation,\u201d he said after\nopening the 2026 Inter-Governmental Cooperation Facilitation Meeting in\nJayapura City, Papua, on Tuesday.<\/p>\n<p>According to Aryoko, the first step is to reorganise all regional\ncooperation agreements to comply with applicable laws and\nregulations.<\/p>\n<p>\u201cSecond, to clarify the roles and responsibilities of regional\napparatus organisations (OPD) as implementers of cooperation, both at\nthe provincial and regency\/city levels,\u201d he said.<\/p>\n<p>He explained that the third step is to build a more structured,\ntransparent, and accountable cooperation management system so that every\nprogramme can be monitored and evaluated optimally.<\/p>\n<p>\u201cFourth, to form a regional cooperation team with clear duties,\nfunctions, and authority to strengthen cross-sectoral coordination,\u201d he\nsaid.<\/p>\n<p>Finally, or fifth, is to increase the commitment of all regional\napparatus to make cooperation the primary strategy in accelerating\ndevelopment and improving community welfare.<\/p>\n<p>He added that these steps are important so that regional cooperation\ndoes not merely become an administrative document but truly delivers\nreal impacts for the community.<\/p>\n<p>\u201cBecause strengthening regional cooperation is also in line with the\nBright Papua development vision, which emphasises collaborative and\ninclusive governance,\u201d he said.<\/p>\n<p>He explained that his side acknowledges several obstacles in\nimplementing cooperation, such as suboptimal coordination and the lack\nof a fully integrated system.<\/p>\n<p>\u201cTherefore, through this cooperation facilitation activity involving\nthe Ministry of Home Affairs, it is hoped that the management of\ncooperation in Papua can become more organised and of higher quality,\u201d\nhe said.<\/p>",
