Papua Pegunungan Province Launches Online Single Submission System for Business Licensing
Wamena, Jubi – The Provincial Government of Papua Pegunungan, through the Investment and One-Stop Integrated Services Agency (DPMPTSP), launched the Online Single Submission Risk Based Approach (OSS-RBA) system for licensing and non-licensing services to address development challenges as a new province, on Monday (30/6/2025).
Papua Pegunungan Governor Jhon Tabo said that with this launch, the DPMPTSP has established one of the key service channels that a regional government must have in order to bring order to all administrative processes in the area.
"We know that every business sector in Indonesia must have a permit, so the government cannot work arbitrarily. We need to work within the regulations that exist in this country," he said.
The launch of this integrated service is also an important part of the Governor's 100-day work programme. The Governor emphasised that this initiative would serve as an early legacy and foundation for the basic services to come, marking the starting point for better governance in Papua Pegunungan Province.
The Governor expressed his hope that the DPMPTSP would build communication with the public using language that is easy to understand for communities across the eight regencies within Papua Pegunungan's coverage area.
"Do not use complicated language, let alone scientific terminology, because what does it mean if people cannot understand the terms used in correspondence? It must be translated properly," Tabo said.
Meanwhile, Acting Head of the Papua Pegunungan Province DPMPTSP, Suryani Yigibalom, explained that the implementation of OSS-RBA is a concrete manifestation of her agency's responsibility to open up ease of doing business.
"We have a great responsibility to open up ease of doing business, accelerate licensing and non-licensing services, and create a business climate that is friendly, safe, and supportive of regional economic growth," she said when met by Jubi on Wednesday (2/7/2025).
Yigibalom explained that the system's implementation is in line with a number of important regulations, including Law Number 6 of 2023 on the Enactment of Government Regulation in Lieu of Law Number 2 of 2022 on Job Creation, as well as Government Regulation Number 5 of 2021 and Government Regulation Number 6 of 2021 governing Business Licensing Administration.
The OSS-RBA-based service is expected to make it easier for business operators, both Micro and Small Enterprises (UMK) and prospective investors, to obtain permits according to their business risk level.
"The Papua Pegunungan DPMPTSP also provides non-licensing services both manually and semi-electronically, consultation clinics, rapid response services, and open complaint channels, all aimed at building an inclusive service environment," she said.
The implementation of this system is also part of the support for the 100-day work programme of the Governor and Deputy Governor of Papua Pegunungan Province, which focuses on structuring administrative governance and creating a more orderly and efficient investment environment.
With this commitment, the Papua Pegunungan DPMPTSP is fully dedicated to being at the forefront of advancing the economic and investment sector in the region, Yigibalom concluded.
