JAKARTA, KOMPAS.com — Access to home ownership in the Papua region is increasingly opening up alongside the rising distribution of housing financing by PT Bank Rakyat Indonesia (Persero) Tbk (BRI) through the Kredit Program Perumahan (KPP) and Fasilitas Likuiditas Pembiayaan Perumahan (FLPP) schemes.

As of 27 April 2026, BRI’s KPP disbursement in Papua reached Rp 258.9 billion to 610 debtors. This financing is considered one of the drivers of access to decent housing for low-income communities, especially in eastern Indonesia.

“BRI proves itself as a state-owned enterprise that is pro-people, especially pro-small people with very high absorption of housing KUR,” said the Minister of Housing and Settlement Areas of the Republic of Indonesia, Maruarar Sirait, during a press conference in Sorong on Monday (27/4/2026).

“Even this is only April and it’s not over yet, the quota is already starting to run out,” she continued.

From the total disbursement, Rp 174.4 billion was allocated to the supply side and Rp 84.5 billion to the demand side. The distribution of financing is dominated by Papua Province at 28.03 percent, followed by West Papua at 16.76 percent, Central Papua at 14.76 percent, and South Papua at 13.83 percent. The rest is spread across Papua Pegunungan and Southwest Papua.

“The President wants the state to be present in places where poor communities are, in areas where homes are not habitable,” she said.

“We will soon carry out improvements,” she emphasised.

The renovation programme targets at least 21,000 homes in six provinces in Papua, spread across 42 regencies/cities.

In addition, the government is also promoting Kredit Usaha Rakyat (KUR) Housing for UMKM-scale developers with a ceiling of up to Rp 20 billion and an interest subsidy of 5 percent.

The Minister of Home Affairs of the Republic of Indonesia, Tito Karnavian, added that this financing programme is expected to reach communities that do not yet have homes, especially in areas with high housing needs such as Papua.

“This programme cannot be maximal if it only relies on regional budgets,” he said.

“It needs support from the central government and collaboration from all parties to reach all levels of society,” Tito continued.

“BRI sees the potential demand in eastern Indonesia, especially Papua, as still very large,” he stated.
