PANRB Receives 2025 Central Government Performance Report Review from BPKP, Urges Government to Focus on Tangible Impacts

Minister for State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini received the Results of the Review of the Central Government Performance Report (LKjPP) for the 2025 Fiscal Year from BPKP Head Muhammad Yusuf Ateh. This LKjPP is not merely a formal document but a real instrument to guide government policies.

Rini described the LKjPP as a reflection of government agencies’ commitment to realising an effective and accountable bureaucracy.

“I invite all Ministries/Institutions to continue strengthening commitment, integrity, and collaboration, so that government performance becomes increasingly effective, accountable, and truly felt by the public,” said Rini in a written statement on Tuesday (31/3/2026).

For information, the submission of the LPjPP took place at the PANRB Ministry Office in Jakarta on Monday (30/3).

Through the LKjPP, the government not only views the performance achievements of Ministries/Institutions but also reflects on their contribution to national development.

“Therefore, the LKjPP must be positioned not as a formality, but as an instrument to direct policies to be more on target and impactful,” she stressed.

Rini also emphasised President Prabowo Subianto’s message regarding a bureaucracy oriented towards results, not routines without impact. State budgets are demanded to be used more focused and on target.

“Thus, every rupiah spent must provide economic benefits and improve public welfare,” she explained.

The preparation of the LKjPP for FY 2025 is mandated by Government Regulation No. 8/2006 on Financial and Performance Reporting of Government Institutions, Presidential Regulation No. 29/2014 on SAKIP, and Minister of PANRB Regulation No. 9/2015. After review by BPKP, this document will be sent to the Ministry of Finance as an attachment to the LKPP and to Bappenas for improvements to future RKP.

“With the completion of the preparation of the LKjPP for FY 2025, which has been equipped with the BPKP review results, I convey appreciation to all parties who have contributed. This also marks the fulfilment of the government’s constitutional obligation to submit accountability for the implementation of the 2025 State Budget,” she clarified.

BPKP Head Muhammad Yusuf Ateh reminded that performance reports are a reflection of the commitment to account for public trust.

“Therefore, the quality of the report is not only measured by completeness, but by honesty, consistency, and its usefulness in decision-making,” he stated.

From the review results, BPKP found several challenges, namely the discipline in submitting reports that still needs to be strengthened, suboptimal performance measurement quality, integration of planning and budgeting systems that has not run well, and the role of APIP that has not been fully optimal.

Meanwhile, Deputy for Bureaucratic Reform, Apparatus Accountability, and Supervision of the Ministry of PANRB Erwan Agus Purwanto stated that the LKjPP preparation process this year was faster than before, supported by data access from Bappenas’ e-monev application and the Ministry of Finance’s monitoring system.

Of the 99 Ministries/Institutions required to prepare performance reports, 97 have submitted their reports, 95 of which were on time, 2 were late, and 2 others have not submitted until the LKjPP was finalised.
