PAN Supports Constitutional Court Ruling on 30% Female Legislative Quota to Address Imbalance
PAN Deputy Chairman Viva Yoga Mauladi said the 30% female legislative candidate quota is not a privilege for women but a correction of electoral political imbalances. ‘The quota is not merely a privilege for women but a correction of electoral political realities,’ he told Kompas.com on Wednesday, 27 May 2026. His comments followed the Constitutional Court’s ruling imposing sanctions on political parties that do not meet the 30% minimum female candidate requirement in each electoral district. Viva explained that the court determined the quota would lack enforcement power without penalties. ‘PAN agrees and will adhere to the Constitutional Court’s ruling on the 30% minimum female candidate quota for DPR and DPRD members, with legal sanctions for violating parties,’ he said. ‘Without sanctions, the 30% rule would be merely decorative, lacking enforceability,’ he added. He noted state intervention through legislation is necessary to ensure equal opportunities and treatment for women in politics. Viva highlighted structural and cultural barriers faced by women, including entrenched patriarchy, the perception of politics as a male domain, economic challenges, and gender-biased party policies.
