Jakarta - Deputy General Chairman of the National Mandate Party (PAN), Viva Yoga Mauladi, has proposed a fractional threshold or faction threshold for the Indonesian House of Representatives (DPR RI). Based on the 2024-2029 DPR period, this would mean political parties must obtain at least 13 seats to match the number of commissions or legislative support bodies (AKD) in the DPR. According to him, adjusting the threshold to the number of commissions in the DPR is important to prevent political fragmentation. Nevertheless, he believes the ideal parliamentary threshold (PT) is 0%. A 0% parliamentary threshold, Viva argues, ensures that people’s voices in general elections (pemilu) are not wasted. “Ideally, the parliamentary threshold is 0%,” said Viva. “The higher the threshold, the more disproportionate the elections become and the lower the representation value,” added Viva. Before Viva, Coordinating Minister for Law, Human Rights, Immigration, and Correctional Services Yusril Ihza Mahendra had proposed that the number of legislative support bodies (AKD) or commissions in the DPR should serve as the parliamentary threshold for political parties participating in general elections (pemilu). This means, referring to the 2024-2029 DPR which has 13 commissions, political parties must secure 13 seats in the elections to pass the parliamentary threshold. “For example, the reference should actually be how many commissions there are in the DPR. That is now regulated in the rules of procedure, but it should be regulated in the Law,” Yusril proposed in Cawang, East Jakarta, on Wednesday (29/4/2026). However, Yusril also suggested the formation of joint coalitions for political parties that do not meet the 13-seat parliamentary threshold. “This way, no votes are lost, and it is fair for all of us,” said the former Chairman of the Crescent Star Party (PBB). Therefore, he believes additional rules are needed to ensure no people’s votes are wasted. “And I hope this will emerge as a middle-ground solution to address the issue of the minimum threshold, how to determine its number, and how to form factions in the DPR,” said Yusril.
