The Padang Panjang City Government, through the Social Affairs Office, conducted a crackdown on beggars and homeless people in the Central Market area yesterday. This measure was taken to maintain public order and create a sense of security and comfort for the community, especially during the holy month of Ramadan.

The crackdown was carried out by a joint team consisting of the Market Division of the Cooperatives and SMEs Office, the Public Order Agency and Fire Department, and the Padang Panjang Police. This activity is part of the enforcement of local regulations that prohibit begging in public facilities, markets, intersections, and places of worship.

The Head of the Social Affairs Office, Winarno, explained that the activity was not solely about enforcement but also prioritized a persuasive and humane approach through counseling and data collection.

“We prioritize a persuasive approach. If we find residents who are truly in a state of destitution and need help, we will conduct an assessment to determine the appropriate form of assistance,” he said.

The Head of the Service, Handling and Social Rehabilitation Division of the Social Affairs Office, Syafriman Thaib, revealed that there were indications of organized practices in the field.

“There are suspicions of ‘jockeys’ involved in this activity, which we are investigating. However, for residents who are truly in need, they will be given counseling and referred for further treatment according to procedure,” he explained.

Separately, the Mayor, Hendri Arnis, affirmed that the crackdown was carried out as a form of protection for the community and to prevent potential exploitation.

“We want the City of Padang Panjang to remain orderly, safe, and comfortable, especially during Ramadan. This crackdown also ensures that social assistance is delivered appropriately and is not exploited by certain parties,” he said.

Based on the data collected, most of the beggars and homeless people caught came from outside the City of Padang Panjang. The crackdown is carried out regularly every Hari Balai, which is Friday and Monday, during Ramadan to maintain a conducive situation. (YH/E-4)
