The status of over 1,000 volunteer primary and secondary school teachers in Bangli is proposed to be upgraded to part-time Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). The proposal aims to improve the welfare of these volunteer teachers once their status is elevated.

“We, the Bangli Regency government, have proposed thousands of teachers to the Badan Kepegawaian Daerah (BKD) for the central government. We hope that (the volunteer teachers) can be appointed at least to part-time status,” said the Head of the Education, Youth, and Sports Office of Bangli Regency, Komang Pariartha, to detikBali on Friday (1/5/2026).

Pariartha declined to specify the exact number of volunteer teachers at the primary and secondary levels proposed for status upgrade. All proposed volunteer teachers for status elevation are based on data from the basic education data system (dapodik).

“The appointment process involves the Ministry of Home Affairs and other agencies, which is handled by the central government. We here are only proposing. We hope that the volunteer teachers in Bangli will soon have their status appointed,” said Pariartha.

Pariartha stated that the status upgrade would certainly impact the quality of welfare for volunteer teachers. The salaries of these volunteer teachers, initially from 20% of school operational assistance (BOS) funds, will change.

Part-time and PPPK teachers in Bangli will be paid from the APBD. Additionally, the status upgrade will serve as a solution to the shortage of teachers at primary and secondary levels.

More primary schools in Bangli are short of teachers, especially those with S1 degrees in Primary School Teacher Education (PGSD). Many primary schools in Bangli are still managed by only one civil servant (ASN) principal and three contract teachers (P3K).

In secondary schools, shortages of ASN or P3K teachers occur in several subjects, namely Indonesian language teachers and physical education teachers.

“The rest are all volunteer teachers. So, the teacher shortage in Bangli is still covered by these volunteer teachers,” he said.

Request for Non-ASN Teachers to Be Paid by Central Government

Not only the status upgrade for volunteer teachers is proposed. The Bangli Regency government also hopes that the salaries of the appointed teachers will be taken from the state budget (APBN).

“Because our PAD (local original revenue) is small. So, if possible, (for) non-ASN teachers appointed as P3K or full-time, efforts should be made to fund them from the central government,” said Pariartha.

According to him, if there are no funds from the central government to pay ASN teachers, there is another way. Pariartha hopes for relaxation or an increase in the BOS fund percentage allowed for paying non-ASN teachers.

“It could also be by increasing the BOS fund percentage that can be used to pay these non-ASN teachers,” he said.
