Online Motorcycle Taxi Association Urges Government to Issue Revenue-Sharing Presidential Regulation
The Indonesian Online Motorcycle Taxi Drivers Association (Garda Indonesia) has stated that the government’s plan to implement a work-from-home (WFH) policy risks reducing drivers’ income. Therefore, the association is urging the government to issue a Presidential Regulation (Perpres) on a 90:10 revenue-sharing scheme to mitigate that risk.
Garda Indonesia General Chairman Raden Igun Wicaksono said that based on the association’s calculations, the WFH policy could reduce income from ride-hailing services, or passenger transport, by around 10-30 per cent. “To safeguard that income, we are awaiting the prompt issuance of the Perpres on ojol revenue sharing at 90:10,” he told Tempo on Sunday, 22 March 2026.
The 90:10 revenue-sharing Perpres is a policy long advocated by online motorcycle taxi drivers. This regulation would allow drivers to receive 90 per cent of the earnings, with app companies taking a maximum of 10 per cent.
According to Igun, even before the WFH proposal or prior to Eid al-Fitr, drivers’ income had already declined due to several factors. First, the commission fees still imposed by major app companies, ranging from 20-50 per cent. “Some even reach 50 per cent,” he said.
Second is the pick-up point factor. With more drivers but no significant increase in passengers, there is an imbalance between supply and demand. As a result, many drivers must travel 3-5 kilometres to pick up passengers. However, Igun noted, payment is only calculated from the drop-off distance; the distance to the pick-up point is not included.
He hopes the government will not delay the revenue-sharing Perpres. Drivers need legal assurances for their income amid the planned WFH policy. “We hope this WFH becomes the momentum for issuing the 90:10 revenue-sharing Perpres,” he said.
Previously, Transport Minister Dudy Purwagandhi revealed that the regulation is still under discussion at the Ministry of State Secretariat. “The ojol Perpres is currently being discussed at the State Secretariat. So, perhaps the Minister of State Secretary will provide an update to us,” Dudy said in Jakarta on Tuesday, 20 January 2026, as quoted from Antara.
He added that the ojol Perpres involves various parties, so the government needs time to finalise the policy.
