Jakarta, CNBC Indonesia — The Financial Services Authority (OJK) has affirmed that the reasonable time for debt collectors to pursue debts is from 8:00 AM WIB to 8:00 PM WIB, from Monday to Saturday. The Executive Head of OJK’s Behavioural Supervision, Education, and Consumer Protection for Financial Services Businesses, Dicky Kartikoyono, stated that this provision is regulated in OJK Regulation (POJK) No. 22 of 2023.

Dicky explained that this POJK also stipulates that collections may only be conducted with the debtor and not with other parties, including emergency contacts or the debtor’s workplace.

“Furthermore, OJK requires financial services businesses (PUJK) to ensure that collections are not carried out using threats, violence, or actions that humiliate consumers,” Dicky emphasised during the virtual press conference on the Financial Services Sector Assessment and OJK Policies from the April 2026 RDKB, on Tuesday (5/5/2026).

To enforce the law and protect consumers during collections, OJK continuously implements several measures.

First, Dicky outlined that OJK conducts verifications and requests information from PUJK and involved collection officers to ensure there are no indications of violations related to collection behaviour. Second, OJK also requires PUJK to routinely fulfil their obligations by providing attention to collection officers, both internal and outsourced, on proper collection procedures.

“We also request that PUJK continuously monitor complaints related to collection officers reported on the APPK (Consumer Protection Portal Application) to ensure adjustments are made if violations are found,” said Dicky.

Third, OJK directs PUJK to continuously improve their standard operational procedures (SOP) for collection policies. Dicky then affirmed that his side can impose sanctions in the form of fines on those proven guilty and issue written warnings to PUJK management.

“These sanctions can accumulate after the examination process is complete and violations are proven,” Dicky stressed.

Furthermore, OJK continuously communicates with law enforcement authorities to thoroughly investigate every report of rough actions by collection officers and encourages PUJK to tighten their internal oversight, particularly in monitoring the activities of third parties working for them in collections.

Finally, Dicky explained that from 2024 to 2026, OJK has imposed 63 administrative sanctions on 58 PUJK.
