President Prabowo Subianto has appointed the new leadership of BPJS Ketenagakerjaan (Workers’ Social Security Agency) for the 2026-2031 term through Presidential Decree No. 18/P of 2026. The decree took effect on 19 February 2026, marking the beginning of a new leadership period at the workers’ social security institution.

Representing the President, Coordinating Minister for Community Empowerment Muhaimin Iskandar (Cak Imin) officially inaugurated the new Board of Supervisors and Board of Directors of BPJS Ketenagakerjaan. In his address, he affirmed that social security is a vital instrument for improving public welfare and strengthening community empowerment.

“As part of the duties of the Coordinating Ministry for Community Empowerment, the state must enable citizens to live productively and with dignity. Productive means being able to move beyond social assistance towards sustainable self-reliance, and this is the essence of community empowerment,” he said in a written statement on Friday (20 February 2026).

Cak Imin emphasised that community empowerment is not solely focused on poverty alleviation but also on building social resilience, enhancing economic competitiveness, and providing a sense of security so that communities are protected from various risks that could diminish their welfare.

He noted that BPJS Ketenagakerjaan plays a strategic role in protecting workers and their families from occupational risks, redundancy, accidents, and death that could lead to socio-economic vulnerability. He also expressed a commitment to collaboration between the Coordinating Ministry for Community Empowerment and BPJS Ketenagakerjaan to provide affordable rental housing for workers through the Additional Service Benefits (MLT) scheme.

Five-Year Strategic Priorities

President Director Saiful Hidayat expressed his appreciation for the trust bestowed by the President. He outlined the strategic direction for the next five years through three pillars: Coverage, Care, and Credibility (3C).

The first priority is Coverage — expanding membership in a more structured and measurable manner, as many workers, particularly in the informal sector and among micro, small, and medium enterprises (MSMEs), remain unprotected. This will be pursued through accelerated acquisition of new participants, optimisation of distribution channels and ecosystem collaboration, and strengthened contribution retention and compliance to ensure sustainable protection.

“We want to ensure coverage for informal workers, non-wage-receiving workers, and migrant workers, as there is still significant room for improvement,” he said.

The Care strategy focuses on improving service quality through innovation and digital transformation so that claims processes become faster, easier, and more transparent. Implementation includes strengthening claims services, developing benefit programmes including supplementary services such as housing, and building an end-to-end digital participant experience.

“We want to deliver services that are not merely administrative but truly felt as the presence of the state for workers and their families,” he added.

The third priority, Credibility, is regarded as the foundation for institutional sustainability through strengthening data accuracy and integration, as well as accountable governance to enhance public trust. This will be achieved through sound and sustainable investment performance, prudent and professional fund management, and consistent public communication to strengthen the institution’s reputation and governance.

“We will enhance credibility in data, processes, compliance, and of course strategic collaboration with stakeholders, with the hope of increasing trust from the government, employers, and the public,” he concluded.

Saiful expressed optimism that with the support of all stakeholders and robust oversight from the Board of Supervisors, BPJS Ketenagakerjaan will become increasingly professional, trustworthy, and capable of strengthening socio-economic resilience on a sustainable basis.
