Parking fees in the Gilimanuk Port area, Jembrana, have drawn attention. This is because motor vehicles entering Bali are charged fees by the Jembrana Regency Government (Pemkab), even if they are just passing through and not parking.

The Chairman of the Indonesian Transportation Society (MTI) Bali, I Made Rai Ridarta, expressed unease about the fee system in Gilimanuk. Additionally, the same ‘oddity’ occurs in the fee system at Ngurah Rai Airport. According to him, this has caused considerable anxiety among the public.

At the airport, he continued, vehicles entering receive a ticket and pay according to the duration they use the airport facilities.

“It seems normal like in other places, but behind it, there is something not quite right if referring to fee regulations,” Ridarta told detikBali on Sunday (10/4/2026).

He explained that fee regulations require a breach of contract or compensation for services used from the facilities provided. For vehicles that enter and exit just to drop off or pick up passengers, there is confusion.

“Is it still categorised as using the parking facility? Whereas the location for dropping off and picking up is a facility that must be provided for users, different if the user parks briefly before dropping off or picking up,” he clarified.

Ridarta requested that such vehicles should not be charged, but could be set and calculated on average between times during quiet or busy airport conditions.

“If there is a vehicle that does not park but for some reason the maximum free time is exceeded, then reluctantly it must still pay at the exit gate,” he explained.

At Gilimanuk Port, Pay; at Ketapang, Not

Ridarta also highlighted the parking system at Gilimanuk Port. He felt there were several oddities when vehicles are required to pay parking fees collected by Pemkab Jembrana.

“First, what facilities are provided? Isn’t it the obligation of the port operator to prepare a waiting or queuing area before getting a turn to board the ship?” he stated.

Second, he continued, the port area belongs to ASDP or the central government, but the fees are collected by Pemkab Jembrana. Then, another irregularity is that vehicles disembarking from the ship towards the exit are not charged anything, yet they are still directed into the Gilimanuk Terminal area.

“Why must they enter the terminal lane, isn’t it that such vehicles are not required to enter the terminal? The second oddity is that when exiting, they are charged a fee; what facilities are provided that they must pay the fee?” he wondered.

He questioned what facilities the drivers use to be asked for parking fees. Ridarta compared this situation, which does not occur at Ketapang Port.

“If the rules indeed mandate or allow it, surely Banyuwangi Regency would take advantage of it because this is substantial revenue. Let’s think and reflect on it,” Ridarta said.

He reminded that if it is indeed not in accordance with the rules, it should be stopped. He also urged relevant parties to discuss this matter immediately.

“If what is expressed here is possibly not true or not accurate, those with interests are welcome to provide information on why these two events above can still run and be implemented until now,” he emphasised.

Electronic Toll Gate

Parking fees at Gilimanuk Port have long been in place. However, about two months ago, Pemkab Jembrana began trialling digital transformation in the Gilimanuk Port area, Jembrana, Bali, specifically since February. Payments for manoeuvre parking fees and passenger terminals use an electronic toll gate system. This aims to prevent revenue leakage.

The public intending to enter or exit Bali Island through Gilimanuk Port is advised to prepare e-money balances. The trial of this non-cash payment implementation is expected to curb local original revenue (PAD) leakage and speed up service processes at Bali’s entry point.

“This innovation is the result of collaboration between Pemkab Jembrana and PT Bank BPD Bali. According to the timeline we have set, the trial implementation of the toll gate has been carried out. Hopefully, everything is running well and smoothly,” said the Head of the Public Works and Transportation Department of Jembrana Regency, I Wayan Sudiarta, when confirmed by detikBali on Saturday (21/2/2026).

The trial of digital payments at the manoeuvre parking fee gate in Gilimanuk Port began on Tuesday (17/2). Jembrana Regent I Made Kembang Hartawan is scheduled to launch the system’s implementation on 24 February.

Sudiarta said this digitalisation is not just following trends, but a strategic step to strengthen clean governance. This system, he said, is part of the Acceleration and Expansion of Regional Digitalisation Programme (P2DD).

“The main goal is to improve public service quality, optimise PAD, and create a more orderly and integrated fee management system. Additionally, it is more transparent,” he added.

Although the infrastructure system is 100 percent ready, Sudiarta acknowledged there are still field challenges. Based on trial results, many two-wheeled vehicle users do not yet have e-money cards.

“Officers are still on standby to assist the public if they do not bring e-money. However, the hope is that in the future everyone has e-money to make it easier,” Sudiarta explained.

Sudiarta assured that traffic flow in the port area will continue to be monitored. Especially ahead of the Eid al-Fitr homecoming traffic.

“During homecoming traffic, we will certainly implement situational measures to open the portal if congestion occurs,” he added.

Currently, the data centre and monitoring server have been centralised in the Gilimanuk Port passenger terminal building. Pemkab Jembrana is completing the settlement process and collection accounts from BPD Bali so that revenue details can be monitored in real-time.
