        "content": "<p>Parking fees in the Gilimanuk Port area, Jembrana, have drawn\nattention. This is because motor vehicles entering Bali are charged fees\nby the Jembrana Regency Government (Pemkab), even if they are just\npassing through and not parking.<\/p>\n<p>The Chairman of the Indonesian Transportation Society (MTI) Bali, I\nMade Rai Ridarta, expressed unease about the fee system in Gilimanuk.\nAdditionally, the same \u2018oddity\u2019 occurs in the fee system at Ngurah Rai\nAirport. According to him, this has caused considerable anxiety among\nthe public.<\/p>\n<p>At the airport, he continued, vehicles entering receive a ticket and\npay according to the duration they use the airport facilities.<\/p>\n<p>\u201cIt seems normal like in other places, but behind it, there is\nsomething not quite right if referring to fee regulations,\u201d Ridarta told\ndetikBali on Sunday (10\/4\/2026).<\/p>\n<p>He explained that fee regulations require a breach of contract or\ncompensation for services used from the facilities provided. For\nvehicles that enter and exit just to drop off or pick up passengers,\nthere is confusion.<\/p>\n<p>\u201cIs it still categorised as using the parking facility? Whereas the\nlocation for dropping off and picking up is a facility that must be\nprovided for users, different if the user parks briefly before dropping\noff or picking up,\u201d he clarified.<\/p>\n<p>Ridarta requested that such vehicles should not be charged, but could\nbe set and calculated on average between times during quiet or busy\nairport conditions.<\/p>\n<p>\u201cIf there is a vehicle that does not park but for some reason the\nmaximum free time is exceeded, then reluctantly it must still pay at the\nexit gate,\u201d he explained.<\/p>\n<p>At Gilimanuk Port, Pay; at Ketapang, Not<\/p>\n<p>Ridarta also highlighted the parking system at Gilimanuk Port. He\nfelt there were several oddities when vehicles are required to pay\nparking fees collected by Pemkab Jembrana.<\/p>\n<p>\u201cFirst, what facilities are provided? Isn\u2019t it the obligation of the\nport operator to prepare a waiting or queuing area before getting a turn\nto board the ship?\u201d he stated.<\/p>\n<p>Second, he continued, the port area belongs to ASDP or the central\ngovernment, but the fees are collected by Pemkab Jembrana. Then, another\nirregularity is that vehicles disembarking from the ship towards the\nexit are not charged anything, yet they are still directed into the\nGilimanuk Terminal area.<\/p>\n<p>\u201cWhy must they enter the terminal lane, isn\u2019t it that such vehicles\nare not required to enter the terminal? The second oddity is that when\nexiting, they are charged a fee; what facilities are provided that they\nmust pay the fee?\u201d he wondered.<\/p>\n<p>He questioned what facilities the drivers use to be asked for parking\nfees. Ridarta compared this situation, which does not occur at Ketapang\nPort.<\/p>\n<p>\u201cIf the rules indeed mandate or allow it, surely Banyuwangi Regency\nwould take advantage of it because this is substantial revenue. Let\u2019s\nthink and reflect on it,\u201d Ridarta said.<\/p>\n<p>He reminded that if it is indeed not in accordance with the rules, it\nshould be stopped. He also urged relevant parties to discuss this matter\nimmediately.<\/p>\n<p>\u201cIf what is expressed here is possibly not true or not accurate,\nthose with interests are welcome to provide information on why these two\nevents above can still run and be implemented until now,\u201d he\nemphasised.<\/p>\n<p>Electronic Toll Gate<\/p>\n<p>Parking fees at Gilimanuk Port have long been in place. However,\nabout two months ago, Pemkab Jembrana began trialling digital\ntransformation in the Gilimanuk Port area, Jembrana, Bali, specifically\nsince February. Payments for manoeuvre parking fees and passenger\nterminals use an electronic toll gate system. This aims to prevent\nrevenue leakage.<\/p>\n<p>The public intending to enter or exit Bali Island through Gilimanuk\nPort is advised to prepare e-money balances. The trial of this non-cash\npayment implementation is expected to curb local original revenue (PAD)\nleakage and speed up service processes at Bali\u2019s entry point.<\/p>\n<p>\u201cThis innovation is the result of collaboration between Pemkab\nJembrana and PT Bank BPD Bali. According to the timeline we have set,\nthe trial implementation of the toll gate has been carried out.\nHopefully, everything is running well and smoothly,\u201d said the Head of\nthe Public Works and Transportation Department of Jembrana Regency, I\nWayan Sudiarta, when confirmed by detikBali on Saturday (21\/2\/2026).<\/p>\n<p>The trial of digital payments at the manoeuvre parking fee gate in\nGilimanuk Port began on Tuesday (17\/2). Jembrana Regent I Made Kembang\nHartawan is scheduled to launch the system\u2019s implementation on 24\nFebruary.<\/p>\n<p>Sudiarta said this digitalisation is not just following trends, but a\nstrategic step to strengthen clean governance. This system, he said, is\npart of the Acceleration and Expansion of Regional Digitalisation\nProgramme (P2DD).<\/p>\n<p>\u201cThe main goal is to improve public service quality, optimise PAD,\nand create a more orderly and integrated fee management system.\nAdditionally, it is more transparent,\u201d he added.<\/p>\n<p>Although the infrastructure system is 100 percent ready, Sudiarta\nacknowledged there are still field challenges. Based on trial results,\nmany two-wheeled vehicle users do not yet have e-money cards.<\/p>\n<p>\u201cOfficers are still on standby to assist the public if they do not\nbring e-money. However, the hope is that in the future everyone has\ne-money to make it easier,\u201d Sudiarta explained.<\/p>\n<p>Sudiarta assured that traffic flow in the port area will continue to\nbe monitored. Especially ahead of the Eid al-Fitr homecoming\ntraffic.<\/p>\n<p>\u201cDuring homecoming traffic, we will certainly implement situational\nmeasures to open the portal if congestion occurs,\u201d he added.<\/p>\n<p>Currently, the data centre and monitoring server have been\ncentralised in the Gilimanuk Port passenger terminal building. Pemkab\nJembrana is completing the settlement process and collection accounts\nfrom BPD Bali so that revenue details can be monitored in real-time.<\/p>",
