NTT Receives Rp 651.64 Billion in Health Operational Assistance Funds for 2026, Puskesmas Get Largest Share
East Nusa Tenggara (NTT) Province has received an allocation of Health Operational Assistance (BOK) funds amounting to Rp 651.64 billion for the 2026 fiscal year. The funds serve as a primary instrument to support primary healthcare services, priority health programmes, and the strengthening of the regional health system.
Head of the NTT Regional Office of the Directorate General of Treasury (DJPb), Adi Setiawan, stated that the allocation comprises BOK for Puskesmas, BOK for District Health Offices, BOK for Food and Drug Supervision, and special allowances for specialist and sub-specialist doctors serving in island, remote, and border areas (DKTP).
“In the 2026 fiscal year, NTT Province received a BOK allocation of Rp 651.64 billion, consisting of BOK for Puskesmas, BOK for District Health Offices, BOK for Food and Drug Supervision, and Special Allowances for Specialist and Sub-specialist Doctors serving in Island, Remote, and Border Areas,” Adi explained on Friday (19/6/2026).
He noted, however, that as of 15 June 2026, the realisation of BOK disbursement in NTT had reached Rp 187.75 billion, or 28.81 percent of the total allocation. Although the nominal amount is slightly lower than the 2025 allocation of Rp 657.81 billion, BOK funds remain a key source for basic healthcare services in the region. Historically, NTT’s BOK allocation has been relatively stable, but its realisation has not yet been optimal.
Historical data shows an improving trend in BOK disbursement realisation in NTT. In 2024, the allocation was Rp 599.54 billion with a realisation of Rp 499.76 billion, or 83 percent. Meanwhile, in 2025, the allocation increased to Rp 657.81 billion with a realisation of Rp 566.94 billion, or 86 percent. Adi expressed hope that the 2026 realisation could be more optimal through the acceleration of submission of disbursement requirements by local governments to the Ministry of Health and disbursement by the Ministry of Finance through KPPN offices in NTT.
Regarding the breakdown of the 2026 BOK allocation, the BOK for District Health Offices is set at Rp 194.03 billion. As of mid-June 2026, realisation had reached Rp 95.95 billion, or 49.45 percent. Adi noted that the highest realisation rates were recorded in Kupang City, Manggarai Regency, East Sumba, Nagekeo, and Central Sumba, each reaching approximately 50 percent. “Phase I disbursement to 23 local governments was faster, occurring in February-March 2026 compared to July 2025 last year,” he added.
Meanwhile, BOK for Puskesmas received the largest allocation, totalling Rp 376.05 billion. Its realisation to date has reached Rp 67.50 billion, or 17.95 percent. “Central Sumba recorded the highest at 60.69 percent. As of June 2026, 15 Puskesmas have already received Phase II, up from 12 Puskesmas in the same period in 2025,” he added.
For BOK for Food and Drug Supervision, the allocation provided is Rp 7 billion, with a realisation of Rp 3.5 billion, or 50 percent. “All recipient local governments have received Phase I. East Flores received the largest allocation of Rp 670.99 million,” he said.
The special allowance for specialist and sub-specialist doctors, which is being disbursed through the BOK scheme for the first time this year, is allocated at Rp 74.55 billion. “Realisation stands at Rp 20.80 billion, or 27.90 percent, for 176 doctors in DTPK areas. Belu recorded the highest at 37.22 percent,” he continued.
Adi emphasised that the DJPb Regional Office for NTT continues to encourage the acceleration of Non-Physical Special Allocation Fund (DAK) BOK disbursement through intensive coordination with local governments and relevant agencies. “This acceleration is expected to improve the quality of public health services, strengthen promotive and preventive efforts, and support the equitable distribution of health workers across all NTT regions,” he stated. He also urged local governments to improve planning quality, complete the required disbursement documents, and optimise fund utilisation so that the benefits of BOK can be maximally felt by the community.
The evaluation meeting was also attended by representatives from the Directorate General of Primary and Community Health of the Ministry of Health, UNICEF NTT Representative, the Acting Regional Secretary of NTT, the Acting Head of Bapperida NTT, the Head of the Lembata District Health Office, and several other district health office representatives.
