North Jakarta Environmental Agency Hampered by Waste Collection Fleet Shortages at Penjaringan Dumping Site
Jakarta — Rubbish at the Duta Harapan Indah (DHI) waste collection site in Penjaringan, North Jakarta, overflowed onto the roadside on Wednesday, 11 March 2026.
Fadli, head of the Penjaringan Environmental Unit (Kasatpel LH), explained that waste at the DHI site was last collected on Sunday, 8 March 2026, following a landslide at the Bantargebang waste treatment facility (TPST) in Bekasi.
Waste collection remains hampered by the unavailability of collection vehicles. “We are still waiting for the fleet to collect the rubbish. The vehicles have been immobilised for more than 24 hours, with the bottleneck at the Bantargebang waste treatment facility,” Fadli explained when contacted.
“If lorries return this evening, we will dispatch tip trucks to clear the waste, as the volume has become substantial,” he added.
According to Fadli, the TPS’s location on the roadside has led to residents from other areas illegally dumping rubbish at the site. This also makes it difficult for his team to identify which neighbourhoods the illegal dumpers come from.
“In the past, we conducted enforcement operations, but we were unable to catch residents dumping waste from other areas,” he noted.
Observations at the site revealed plastic, cardboard, food waste, wood, and various other refuse scattered on the ground. Numerous flies swarmed the waste. A foul odour was noticeable along Kapuk Muara Road towards Pantai Indah Selatan Road.
Several street cleaners from RW 04 Kapuk Muara were visible working near the site. A banner behind the waste pile read: “Strictly forbidden to dump rubbish in this area. This waste collection site is exclusively for the street cleaning team of RW 04 Kapuk Muara.”
