Jakarta — Indonesia’s non-tax state revenue (PNBP) reached Rp68 trillion by the end of February 2026, representing an 11.4 per cent decrease compared to Rp76.7 trillion achieved in the same period last year.

Deputy Finance Minister Suahasil Nazara attributed the decline to the redirection of state-owned enterprise (BUMN) dividend payments to the Danantara Investment Fund (BPI Danantara). “Last year, BUMN dividends still flowed into the state budget in small amounts,” Suahasil said during an APBN press conference at his office in Jakarta on Wednesday, 11 March 2026.

Beyond the dividend redirections, the reduction in PNBP was compounded by declining oil and gas resource revenue. Oil and gas resource revenue collected only Rp11.1 trillion, contracting by 36.3 per cent due to a fall in Indonesian crude oil prices (ICP), reduced crude oil lifting, and changes in profit-sharing arrangements for PT Pertamina Hulu Energi Rokan’s exploration blocks.

However, other PNBP contributions surged, reaching Rp23 trillion, whilst non-oil mineral resource revenue reached Rp22.2 trillion. Non-oil mineral revenue was bolstered by an 18.8 per cent increase in mineral resource revenue, driven by higher mineral extraction rates and rising benchmark prices for gold, copper, nickel, and silver, despite a 10.5 per cent year-on-year decline in coal production.

Public service agency (BLU) revenue contributions totalled Rp11.6 trillion, growing 37.7 per cent, supported by increased hospital service fees and higher export levies on crude palm oil and its derivatives.
