Noel Ebenezer Trial: Witness Claims Unofficial K3 Certificate Fees Have Existed Since 2001
JAKARTA, KOMPAS.com - The President Director of PT Delta Indonesia Pranenggar, Sri Enggarwati, stated that the practice of extortion in processing Occupational Safety and Health (K3) certificates at the Ministry of Manpower (Kemnaker) has existed since the early 2000s decade.
“Since I handled the Occupational Safety and Health Services Company (PJK3), first in 2006, it (demands for money) was already there. Even before 2006, that (in 2001) I was at the foundation at that time (also demanded money),” Enggar said during the trial at the Jakarta Corruption Court, Thursday (9/4/2026).
Enggar spoke when examined as a witness in the trial for the alleged corruption case of extortion in processing K3 certificates with the defendant former Deputy Minister of Manpower Immanuel Ebenezer alias Noel and others.
Enggar explained that in 2001 there was no PJK3 Association yet; she was contacted by Kemnaker officials and asked for unofficial money.
“Demanded by the official at that time, (now) deceased, Sir. In the early days of PJK3, I was told there is this fund, that fund,” she clarified.
The amounts varied for each certificate issued by Kemnaker.
For example, for the issuance of the Designation Decree (SKP) for PJK3, it could cost Rp 2.5-5 million per certificate. However, this fee is not an official state charge.
Then, for skill certificates, it ranges between Rp 300,000-500,000 per certificate, depending on the type of expertise. For example, certificates for operators and technicians.
These fees are the rates above 2015. But now the figures also vary.
“Madam, you stated here that there are fees for K3 certificates, licences, and documents, from the official ones, yes, PNBP, that’s a total of Rp 150,000 per certificate for certification and licence Rp 120,000, and K3 documents Rp 150,000. Is that correct, Madam?” asked the prosecutor.
“Correct,” Enggar replied.
Former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer (Noel) and his accomplices are charged with receiving Rp 6.5 billion from extorting applicants for K3 certificates and licences.
