"summary": "In the corruption trial of former Deputy Minister of Manpower Immanuel Ebenezer, alias Noel, witness Sri Enggarwati testified that unofficial fees for processing Occupational Safety and Health (K3) certificates at the Ministry of Manpower have been demanded since 2001, predating her company's involvement in 2006. She detailed varying unofficial costs, such as Rp 2.5-5 million for company designations and Rp 300,000-500,000 for skill certificates, contrasting these with official fees of around Rp 150,000 per document. Noel and his accomplices are accused of extorting Rp 6.5 billion from applicants, highlighting entrenched corruption in the certification process.",
