Noel Ebenezer Threatens to Sue KPK for Rp 300 Trillion, Feels Defamed in K3 Extortion Case
Former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer claims he will soon file a civil and criminal lawsuit against the Corruption Eradication Commission (KPK) seeking compensation of Rp 300 trillion.
“I will sue the KPK, yes. Our lawsuit is not half-hearted. We will sue the KPK for Rp 300 trillion,” said Noel, his familiar name, at the Jakarta Corruption Court on Wednesday (29/4/2026).
Noel stated that he has suffered significant losses after being named a suspect in the alleged corruption case of extorting the issuance of occupational safety and health (K3) certificates at the Ministry of Manpower.
However, according to him, the witnesses presented in the trial did not state otherwise.
“I have suffered immaterial losses. Because all this time, it has been orchestrated that Immanuel extorted around 30 cars, then hundreds of billions, then many other things that have been framed against me, and that will be the material for my lawsuit,” said Noel.
He also emphasised that if the lawsuit is granted in the future, the Rp 300 trillion he receives will be given to the workers, not for his personal needs.
Noel said this lawsuit will be filed as soon as possible.
Noel, along with several Manpower Ministry officials, is accused of receiving Rp 6.5 billion from extorting applicants for K3 certificates and licences.
“That the Defendant Immanuel Ebenezer Gerungan together with Fahrurozi, Hery Sutanto, Subhan, Gerry Aditya Herwanto Putra, Irvian Bobby Mahendro, Sekarsari Kartika Putri, Anitasari Kusumawati, Supriadi, Miki Mahfud, and Temurila have forced the K3 Certification and Licence Applicants to give money in the total amount of Rp 6,522,360,000 or at least around that amount,” said the prosecutor when reading the indictment on 19 January 2026.
The prosecutor explained that this extortion has been ongoing since 2021 through the modus operandi of inflating the cost of issuing K3 certificates.
The prosecutor revealed that Hery Sutanto asked his subordinates to continue the ‘tradition’ in the form of ‘appreciation or non-technical/under-table fees’ in the Directorate General of Occupational Safety and Health Supervision (Ditjen Binwasnaker K3).
The tradition in question is collecting money related to the issuance and renewal of K3 certification and licences at the Ministry of Manpower from the applicants through K3 experts (PJK3) at Rp 300,000 to Rp 500,000 per certificate.
Furthermore, Noel never reported the receipts to the KPK within 30 days as regulated in the Corruption Eradication Law.
“Thus, all such money receipts constitute gratuities deemed as bribes received by the defendant Immanuel Ebenezer Gerungan for which there is no valid legal basis,” said the prosecutor.
For his actions, Noel is charged with violating Article 12 letter e in conjunction with Article 18 of the Corruption Eradication Law, in conjunction with Article 20 letter c of the Criminal Code, in conjunction with Article 127 paragraph (1) of the Criminal Code.
