Jakarta - Former Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer, alias Noel, has submitted a request for permission to receive medical treatment outside the detention centre during the trial of the corruption case related to the management of K3 certificates at the Central Jakarta District Court on Monday (6/4/2026).

This was revealed when the judge inquired about Noel’s health condition and mentioned that his medical treatment request was being processed administratively.

“Brother Immanuel, are you healthy? Can the trial proceed today? Your request for medical treatment permission is still in the administrative process. It will be explained by the panel after the trial concludes,” stated the panel of judges during the proceedings.

“Yes, for medical examination. Based on the doctor’s statement from Abdi Waluyo Hospital, treatment is necessary,” said San Salvator during a break in the trial.

Previously, Noel’s side had also requested a change in detention status to house arrest following the Corruption Eradication Commission’s (KPK) transfer of detention type for former Minister of Religious Affairs Yaqut Cholil Qoumas.

Aziz assessed that there was unfairness in handling his client’s case. He stated that Noel was not given the opportunity for inpatient treatment, despite needing medical attention.

In fact, he said, Noel was experiencing issues with blood vessels in his head, thus requiring hospital treatment.

This practice has been ongoing since 2019.

The KPK revealed that the official cost for K3 certification processing was Rp275,000, but in practice, it increased to Rp6 million.

The KPK recorded that the payment discrepancy amounted to Rp81 billion, which is alleged to have flowed to the suspects, including Rp3 billion that Noel is said to have enjoyed.

For their actions, Noel along with 10 other suspects is charged with violating Article 12 letter (e) and/or Article 12B of Law Number 31 of 1999 on the Eradication of Criminal Acts of Corruption as amended by Law Number 20 of 2001 jo Article 64 paragraph (1) of the Criminal Code jo Article 55 paragraph (1) first of the Criminal Code.
