No parking is no stopping?

As part of my daily routine, I stopped my car recently in
front of Plaza Mandiri, Jl. Gatot Subroto, to drop my wife and a
friend working in the BEJ commercial area. I was sure that
stopping in this area was allowed because there was only a no-
parking sign.

A policeman suddenly appeared, asking me to give up my
driver's license for ticketing. I tried to explain that not a
single no-stopping sign was found, so there was no violation. I
also argued that the engine of my car was still running and I had
stopped for less than a minute. But he insisted by forcing me to
sign the ticket for a fine.

As an obedient citizen, I was dissatisfied with such arbitrary
treatment. If there is indeed no difference between the
prohibition on parking and that on stopping, why are two traffic
signs still used instead of just one?
